Management Sciences for Health (MSH) is recruiting for Chief of Party, Scale up of Care and Support Services for Orphans and Vulnerable Children (OVC) in Selected States in Nigeria.

Overall Responsibilities:
•   The Chief of Party is responsible for the oversight of the project (including leadership, management, and contractual technical oversight) of an anticipated $32.5 million, five-year grants program in selected states in Nigeria designed to improve the well-being of OVC and their caregivers .
•   The anticipated emphasis of the project is to 1-strengthen institutional and technical capacity of State and Local Governments (LGAs) to provide, manage, and monitor integrated comprehensive care to OVC and their families; 2-strengthen organizational and technical capacity of civil societies to manage OVC programs; 3-increase caregivers' access to Household Economic Strengthening (HES) Resources; and 4-increase OVC household access to nutrition and food security services.

This position is contingent upon MSH receiving the project award.  This position will be based in Enugu, Nigeria.

Specific Responsibilities
•   The Chief of Party serves as the primary project liaison from MSH to the US Government team in Nigeria and provides managerial and technical project support, including oversight of implementation of project activities, supervision of key personnel, and ensuring that grantees and sub-grantees meet USAID, PEPFAR, and program requirements.  The Chief of Party oversees all program activities related to management systems, program monitoring and coordination, networking and linkages, and technical leadership. S/he ensures quality of services is maintained to the highest standards, that the project has adequate staff to carry out high-quality work, and staff are recruited and hired in accordance with local, donor, and MSH requirements.
•   In conjunction with the Monitoring & Evaluation Director, the Chief of Party  develops the Annual Country Operation Plan, the Annual Program Results, and Semi-Annual Program Results.  With the Grant Management Specialist, the Chief of Party ensures that grants systems and standard operating procedures are in place to administer, track, and report on all activities funded by the award and that financial and technical reports are provided to the donor in a timely manner.   The Chief of Party supervises direct reports with particular focus on their key tasks and project deliverables. Supervisory responsibilities include, but are not limited to, meeting with supervisees on a regular basis to discuss issues, track work progress, provide guidance and support, and ensure consistent quality of work performed; conducting Performance Plan and Reviews; communicating, implementing and assuring adherence to MSH and project policies, guidelines and values; developing staff skills and knowledge; approving time sheets; and facilitating supervisee success whenever possible.

Qualifications:
•   Master's degree in public health or related field.
•   Minimum of 10 years experience managing large donor-funded projects, particularly those with a grants component. Previous Chief of Party or Deputy Chief of Party experience managing professional and financial resources on a similar scale is preferred. Previous work experience in Africa is a plus; in particular, managing OVC or HIV care programs.
•   Demonstrated competence in assessing priorities and in managing a variety of activities in a time-sensitive environment, and in meeting deadlines with attention to detail and quality.
•   Demonstrated ability to make sound decisions in a timely manner.
•   Familiarity with and understanding of US Government (with the preference to USAID and PEPFAR) regulations and administrative procedures.  Previous experience with oversight of USG grants/contractual issues.
•   Proven ability to communicate well with, motivate, guide, and direct all levels of staff.  Direct senior staff supervision experience required.
•   Proven record of aligning diverse, multi-level teams with project mission and vision.
•   Track record of strong commitment to sharing knowledge, documenting experience, supporting creative initiatives, and sharing credit.
•   Demonstrated ability to work well with senior colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, CAs, and donor organizations.
•   Commitment to working closely with MSH/Cambridge and partner organizations on a collaborative basis.
•   Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
•   Fluency in English including speaking, writing, and reading.
•   Willingness to travel within project area as needed.
