The friendly Between England and Holland was called off due to unrest in London City.
Fortunately, the game was called off before the Dutch team flew into the UK yesterday morning.
By that stage, around 70,000 tickets had already been sold.
England's FA said fans will be refunded.
"We will look at money and insurance issues further down the way," said FA chairman David Bernstein.
