MANY old hands were shocked yesterday when Acting President Goodluck Jonathan handed them their portfolios. Of the 38 ministers confirmed by the Senate, 14 were in the former cabinet.
It was gathered that some of the 14 returnees battled desperately for "juicy portfolios", but could not win the heart of the acting president.
