The following vacancy exist at United Nations Development Programme (UNDP) Nigeria:

Position: LDP MONITORING AND EVALUATION ANALYST
Location: Port Harcourt, NIGERIA
Application Deadline: 04-May-10
Type of Contract: FTA Local
Languages Required: English 
Starting Date: (date when the selected canditate is expected to start)   22-May-2010
Duration of Initial Contract: 1 year
Expected Duration of Assignment: with possibility of yearly renewal

Background:
The Niger Delta Local Development Programme uses local governance and decentralization as an entry point for poverty reduction, conflict prevention and sustainable development. The programme recognizes that to improve in a sustainable way the quality of life of the inhabitants of the Niger Delta it is important to strengthen institutions of local governance and enhance their responsiveness to people?s needs.

Duties and Responsibilities

Summary of Key Functions:
•   Design and implement participatory monitoring and evaluation.
•   Technical assistance and capacity development.
•   Document lessons, promote networking and knowledge sharing.

Impact of Results:
The key results have an impact on the overall effectiveness and success of UNDP?s interventions and activities in achieving the country?s development and the MDG.? Effective design and implementation of monitoring and evaluation strategies, capacity development as well as efficient management of the monitoring and evaluation process will enhance the organization?s capacity and credibility in implementation of highly effective programmes with strong impact.

•   Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
•   An excellent sense of judgment.
•   Creativity and innovation for coordination and management activities;

Required Skills and Experience

Education:
•   Master's or higher degree in social sciences.
•   Good computer, data and web based applications.

Experience:
•   Minimum of five years experience in setting up and implementing monitoring and evaluation systems.
•   Knowledge of and practical experience with the design and implementation of both quantitative (sample surveys) and qualitative (participatory research and evaluation) data gathering/research methodologies.
•   Strong analytical and conceptualization skills including ability to analyze and report on quantitative and qualitative data using applications such as SAS, SPSS or STATA.
•   Proven ability to design and deliver training; Knowledge of result-based management (RBM) will be an advantage.

Language Requirements:
•   Excellent writing and oral skills in English is a fundamental requirement.
