Job Title: SCMS Procurement Specialist

Description:
• The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) project for the U.S. Agency for International Development (USAID) as part of the President s Emergency Plan for AIDS Relief (PEPFAR). SCMS will strengthen or establish secure, reliable, cost-effective, and sustainable supply chains capable of meeting the care and treatment needs of people living with and affected by HIV/AIDS. In coordination with in-country and international partners, SCMS will assist programs to enhance their supply-chain capacity; ensure that accurate supply-chain information is collected, shared, and used; and provide quality, affordable, health care products to those who need them.
RESPONSIBILITIES:
• Managing all aspects of the Department of Defense s procurement activities
• Identifying the need for additional IQCs and assisting in negotiation of those contracts
• Placing contracts with IQC Vendors (international and local) in accordance with SCMS SOPs
• Where commodities can not be supplied from either the RDC or from IQCs undertaking a local procurement process fully compliant to the Federal Acquisition Regulations (FAR) of the US government and in accordance with the SCMS SOPs
• Managing relationships with local Vendors.
• Provide technical input and assistance to the PMO procurement staff for international procurements
• Ensures purchase order information is accurately maintained in the central MIS system.
• Comply with procurement policies and standard operating procedures of the SCMS organization.
• Participate in meetings of the SCMS Team and coordinate meetings with the USG and Implementing Partners
• Preparation of SCMS procurement documents using SCMS enterprise management system (ORION and CRM) to initiate procurement actions, including Price Request (PR), Price Quotation (PQ), Sales Orders (SO), Purchase Orders (PO), Delivery Note (DN) and Advance Shipping Notice (ASN)
• Submission of PQs to clients/partners for signature and entry of signed documents back into the SCMS systems
• Production of weekly reports on status of all active procurements for review by the Director of Procurement
• Production of monthly and quarterly reports of procurement actions and status
• Perform other specific assignments as agreed with SCMS Nigeria Director of Procurement
QUALIFICATIONS:
• Graduate degree or other vocational qualification in procurement
• Knowledge of USAID procurement rules and regulations
• At least three years of work experience in procurement preferably in a developing country context
• Knowledge and understanding of the medical supplies market in Nigeria desirable.
• Fluency in spoken English and ability to write reports and documents in English is required.
• Strong organizational skills and ability to work in a team-oriented, culturally diverse environment.
• Excellent interpersonal skills, sound judgment, communication skills, training experience, ability to identify and resolve policy and operational constraints.
• Self driven with a high sense of quality, accuracy, efficiency and meeting tight deadlines.
• Ability to handle multiple tasks simultaneously, set priorities, and work independently.
• Experience in HIV/AIDS related activities and working with US government funded projects an advantage.
• Strong computer skills, including sound knowledge of Windows and Microsoft Office applications including; Outlook, Word, Excel and Power Point.
• Willingness and availability to travel within Nigeria.
• The successful candidate will be employed by JSI Research & Training, Inc. as the implementing partner of SCMS in Nigeria
