He urged the party leaders to pay attention to the changes contained in the statute, especially the provisions on submission of list of candidates, grounds for substitution of candidates, and general procedures and regulatory powers of INEC, with regards to party congresses, conventions and conduct of primaries.

Jega spoke in Lagos at an interactive session with party officials from Lagos, Ondo, and Osun states.

The forum was organised by INEC in conjunction with the International Republican Institute.

A NIGERIAN, Mr. Adetoye Oremosu, 32, has won the 2010 United Nations Citizen Ambassador. He is the first African to win the award which is bestowed on regional basis. Oremosu won for the African States' region.

The winning entry is on "Why the Millennium Development Goals are important to me and my family: The intervention of the Universal Basic Education (UBE) in Nigeria". It was submitted on video format through YouTube. Oremosu and five other winners from the other regions will be honoured with the Citizen Ambassadors to the United Nations award at the UN Headquarters in New York, during the UN Day Concert 2010.

The system was introduced nationwide as a response to the agitation for a more functional and qualitative education system.

It was anchored on six years primary school, three years Junior Secondary and another three years in Senior Secondary and four years in tertiary institution.

The 6-3-3-4 system has the primary focus of meeting the needs of the citizenry and equipping the youth with sellable skills that will make them self reliant.

A Federal High Court, Abuja, yesterday held that the tenure of Rivers State Governor Rotimi Amaechi expires on May 29, next year.

Amaechi took over from ousted Governor Celestine Omehia on October 25, 2007, after the Supreme Court declared his substitution in the April 14, 2007 with Omehia as null and void.

The apex court held that Amaechi and not Omehia was the Peoples Democratic Party's (PDP's) legitimate candidate as the party did not tender "cogent and verifiable reasons".

Delivering judgment in a suit filed by the former PDP Rivers State Legal Adviser, Chief Cyprian Chukwu, Justice Abdullahi Kafarati said Amaechi was not entitled to stay in office beyond May 29, 2010.

According to him, Amaechi's tenure is a continuation of Omehia's tenure since both are members of PDP, so he is deemed to have assumed office on May 29, 2007 when Omehia was sworn in.

Fresh facts emerged yesterday on why the Rivers State Government (SSG) Governor Rotimi Amaechi, reinstated Mr. Magnus Ngei Abe as Secretary to the state government in spite of his resignation on September 20, to pursue his senatorial ambition.

The Nation
gathered that Thursday's judgment of a Federal High Court, Abuja, which held that Amaechi's tenure would expire on May 29 next year, led to the recall of Abe, who is seen as a political strategist and an ally of the governor.

Amaechi was inaugurated as governor on October 26, 2007, based on the landmark judgment of the Supreme Court a day earlier, which sacked his cousin, Sir Celestine Omehia.

Delivering judgment in the suit filed by the former Legal Adviser of the Peoples Democratic Party (PDP) in Rivers State, Chief Cyprian Chukwu, Justice Abdullahi Kafarati, declared that Amaechi was not entitled to stay in office beyond May 29, 2011.

Amaechi's lead counsel, Chief Lateef Fagbemi (SAN), indicated that the judgment would be appealed, but in order not to take chances, in view of the nature of Rivers State's politics and the formidable opposition against him, the governor decided to reinstate his bosom friend, Abe. Amaechi intends to seek re-election as governor in 2011, which according to his senior aides, will be to continue with his transformation agenda.

It was also learnt in Government House, Port Harcourt that the governor does not want to lose both Abe and his deputy, Tele Ikuru, an engineer, to the senatorial race at this crucial period.

Abe and Ikuru had indicated interest in representing the Rivers South-East Senatorial District, currently being represented by Senator Lee Maeba, who also has the ambition of returning to the Senate.

He said the soldiers shot the kidnappers who were trying to flee in to Rivers state from Ukwa West area of the state through Eberi Omuma river.

The Rotary International District 9110 of Gbagada has donated an incubator to Gbagada General Hospital, Lagos.

It also gave out helmets and reflective vests to motorcyclists.

The Medical Director of the hospital, Dr. Peter Oriaifor, said the club has made it a point of duty to always donate to the hospital as part of its contribution to the health care delivery system.

He said the club has donated seven incubators and a phototherapy machine to the hospital.

Oriaifor expressed delight over the donation, describing it as gratifying, despite the economic melt down. He said the equipment will go a long way in helping the children because the hospital attends to over 150 patients daily including children.

The purpose of government is basically to make the human condition better.  At the same time, man over the years, has always known how limited his ability is in cosmic perspective.  This is why man over time has always appealed to God, Allah, Osanobua, Ubangiji, Chineke, Olodumare, Obasi and the various names God is called in many languages.

Philosophically there is a consensus that there was some kind of social contract between the government and the governed.  Kingship is probably the most well known mode of government as man evolved from rural agricultural societies into something more sophisticated like cities where relatively elaborate system of government became necessary.

Ancient civilisations such as the Babylonian, Egyptian and Chinese practiced something like divine kingship.  Divine kingship seemed to have evolved from priests gradually evolving into kingship and even when the original founders of societies were overthrown by stronger and more technologically advanced iron working people they took on the divine nature of kingship found among the conquered people and built around it complex religious practices to appeal to the psychology of the conquered people.

In many parts of Ekiti State, the mood was one of an unending merry-making last weekend.  Students of the University of Ado-Ekiti (UNAD) were not left out. Some of them ran onto the streets; others picked up phones to call friends and course mates who were not yet on campus to hurry back to school. Soon, a cheering crowd of students brought out the Student Union bus, the Aluta Combatant, to lead the celebration rally.

The excitement was sparked by  what many described as the restoration of the mandate given to Dr. John Kayode Fayemi, flagbearer of the Action Congress of Nigeria (ACN), in the April 2007 governoship election. Fayemi was declared winner last Friday, in an unanimous decision by the Appeal Court sitting in Ilorin, the Kwara State capital.

President of the Student Union Government (SUG), Kehinde Okunuga, captured students' thoughts thus: "The era of injustice, low standard of education, tyranny, insecurity, electoral malpractices, lack of welfare packages for students and hike in tuition fee has been laid to rest in Ekiti. We believe in the new government; Fayemi is the people's choice. Just take a look at the crowd and students cheering. Of what use is a governor who is not loved by the same people he claimed had elected him?"

The 400-Level student of Biochemistry added that Fayemi in the saddle is the return of sanity to the state.

Hear him: "Sanity has returned to Ekiti because now we have a Visitor (as the Governor is to the institution) who we not only elected but one in whom we have great confidence. He is a renowned activist, a union leader and embodiment of modern day democracy".

But he was not left off the hook until after the election. Alhaji Jimoh Ibrahim, former banker and Ado-Ekiti-born politician, was in detained for alleged passport racketeering. To avoid a dent on the party, the ticket had to be withdrawn relunctantly. Undaunted, he decided to keep hope alive.

The commission took him to court for trial. As the case dragged on, his account was frozen. his house was ransaked and his office in Lagos where he conducted his legitimate business was put under lock and key. It later amounted to awild groose chase as the court pronounced the politician innocent.
