Background:

•   Under the direct supervision of the Project Manager and the overall guidance of the UNODC Country Representative for Nigeria, the Anti-Smuggling of Migrants and Training Officer will be responsible for ensuring that all issues related to SOM are fully considered and integrated in project activities.

•   S/he will bring his/her expertise to bear on the project and will play a key role in supporting the domestication of the Anti-SOM Protocol.

•   S/he will work closely with key implementing partners in the area of SOM, especially, the National Immigration Service (NIS), International Labor Organization (ILO), International Organization for Migration (IOM), the National Agency for the Prohibition of Trafficking in Persons (NAPTIP), and National Police Service (NPS).

•   This individual will be responsible for coordinating and implementing all training and capacity-building related activities.

Summary of Key Functions:

1.    Advise the Project Manager and the International Project Coordinator as well as the broader team of the UNODC's Nigeria Country Office, as appropriate, of local considerations and realities for proper and effective implementation of anti-SOM activities

2.    Review the training strategy on TIP developed under an earlier project and develop and ensure timely implementation of a workplan on training in close consultation with other team members, NAPTIP, NIS, IOM, NPS, and other non-state actors to ensure full coordination and synergy as well as maximization of project resources

3.    Take the lead in ensuring effective delivery, evaluation, and monitoring of various training activities under the project

4.    Lead and support implementation of activities on supporting domestication of the Anti-SOM protocol

5.    Coordinate the activities of the project in relation to SOM and training with that of other actors, especially NAPTIP, NIS, IOM, NPS, ILO, and other non-state actors

Education: 1.    Advanced university level degree (Master's degree or equivalent) in social studies, education, law, criminology, or business administration.

2.    A first-level university degree in combination with an additional of 2 more years of  qualifying experience may be accepted in lieu of the advanced university degree.

Experience: 1.    A minimum of five (5) years of progressive professional experience in program planning and implementation, and/or lecturing or teaching adults, at a tertiary or other adult learning institution managing and/or conducting training activities.  

2.    In-depth knowledge of TIP and SOM and related crime and social problems as they relate to Nigeria is required.

3.    Substantial experience in results-based management, project monitoring, reporting and evaluation is required.

4.    Work experience in the United Nations System or a beneficiary institution would be an asset.

Language:     Fluency in any UN (preferably English) and national language of the duty station.

Other Skills:    Up-to-date knowledge and practical experience of United Nations programme policies and guidelines are desirable.
