Background:
Under the direct supervision of the Project Manager and the overall guidance of the UNODC Country Representative for Nigeria, the Victim Support, Rehabilitation and Grants Officer will be responsible for implementation of all activities related to victim support, rehabilitation and grants. S/he will work in close teaming with other colleagues to create synergy and ensure full coordination of project activities related to victim support, rehabilitation, and provision of grants and other initiatives. S/he will support efforts designed to extend CONIG's TIP and SOM partnerships with various counterparts, including, state governments and authorities, civil society organizations, and private sector entities.
Summary of Key Functions:
1. Develop and ensure timely implementation of a work plan on victim support, rehabilitation, and provision of grants in close consultation with beneficiary institutions and other team members to ensure full coordination and synergy as well as maximization of project resources
2. Advise the Project Manager and the International Project Coordinator of local considerations and realities for proper and effective implementation of victim support, rehabilitation, and grant provision activities under the project
3. Identify, verify, and vet various entities and individuals as a precursor to carrying out various activities on victim support, rehabilitation, and grant provision
4. Take the lead in establishing and nurturing appropriate relationships for victim support, rehabilitation, and grant provision activities that have considered local structures, practices, sensitivities, and gender dynamics
5. Ensure that various grants and projects are managed in accordance with the financial requirements of the project and where applicable in accordance with UN financial rules and regulations, especially as pertains to procurement
Education:
1. Advanced university level degree (Master's degree or equivalent) in social studies, law, criminology, or business administration.
2. A first-level university degree in combination with additional 2 years of other qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
1. A minimum of 7 years of progressive professional experience in social work or a related field, especially in victim support and rehabilitation activities or administration of various grant schemes and programs.
2. In-depth knowledge of TIP and SOM and related crime and social problems as they relate to Nigeria is required.
3. Substantial experience in managing micro-scheme programs, measuring the impact of various programs/projects and training/capacity building is also necessary.
4. Experience in results-based management, project monitoring, reporting and evaluation is required.
5. Work experience in the United Nations System and/or beneficiary institution would be an asset.
Language: Fluency in any UN (preferably English) and national language of the duty station.
Other Skills: Up-to-date knowledge and practical experience of United Nations programme policies and guidelines are desirable.
