The successful candidate will be expected to carry out the following duties:
1. Ensure proper application of appropriate HR rules and regulations for the preparation of all PAFs covering renewal of contracts, within grade increments, dependency allowances, leave entitlements transfers, separation etc. Ensure timely action on contracts, PERs, attendance as well as other personnel documentation. Prepare all individual SSAs and maintain various personnel records.
2. Assists in the recruitment of General Service staff and consultants in the field office including evaluating candidate applications, administering technical tests, conducting preliminary interviews of candidates; collect and review references as provided by applicants
3. Provide briefing, advice and information to all categories of staff covering HR rules, procedures and policies, including drafting replies to queries from the Country Office and staff. Prepare on own initiative, correspondence, reports, briefing, etc. on HR matters some of which are of confidential nature.
4. Keep staff members within the Field Office abreast of security issues by liaising with the UNDSS Security Adviser and UNICEF Staff Security Officer on regular basis. Update and maintain physical staff residential mapping on regular basis. Prepare and submit all SIRs providing periodic report of security incidences.
5. Provide support to staff and their families & guidance to Management on ways of addressing challenges associated with staff welfare and related issues within the office in collaboration with Staff Association.
6. Provides induction briefing when required to new national staff members on entitlements and benefits as well as administrative procedures on other HR issues. Provides general information as required to all categories of staff members both within the Country Office in Abuja and the field offices on HR policies, rules and procedures.
7. On a periodic basis, review the personnel filing system and recommend appropriate adjustments and improvement to ensure easy retrieval and optimal benefit from the system. Perform any other duties assigned by his/her supervisor.
Minimum qualifications and competencies:
• Completion of secondary education. Training in Human Resources field is desirable.
• Six years experience, including progressively responsible work in Human Resources Administration and Office Management.
• Fluency in oral and written English is required. Knowledge of one other UN working languages and knowledge of local language of the duty station is an asset.
• In-depth knowledge of Human Resource rules and regulations;
• Very good communications and ability to produce clear and concise reports
• Analyzing, Planning, organizing and conceptual skills
• Very good knowledge of computer applications
• Strong drive for result and ability to work well with people particularly in a multicultural setting
• Following instructions and procedures and high sense of integrity.
