The successful candidate will be expected to carry out the following duties:

1. Participate in carrying out recruitment process for national professional officers and general service according to UN/UNICEF rules, regulations, procedures and policies by reviewing appropriateness of job descriptions, arranging and issuing internal and/or external vacancy announcements and undertakes preliminary short listing of applications. In consultation with supervisor, coordinate written tests and convene interview and board review meetings ensuring that all reference documents are made available. Participates as ex-officio in Selection Panel and Central Review Board (CRB) meetings for general service staff category and produces reports

2. Assists in providing advice and guidance to requesting sections on requirements for hiring individual consultants/contractors. Reviews requests for individual consultants/contractors, Terms of Reference (TOR) and support documentations to ensure completeness and compliance with relevant UN/UNICEF HR rules, policies and procedures. Ensures electronic contracts are issued timely, periodic reports are prepared and records of contracts are properly maintained.

3. Provides guidance to newly arrived international staff on requirements and procedures for rental advances and rental subsidy, reviews requests for education grant advances and claims for on-forwarding to NYHQs and processes education grant travel requests. Provides guidance to staff on Medical Insurance Plan (MIP) rules and procedures for filing claims with Vanbreda International.

4. Follows up on all local staff contractual status, ensuring appropriate and timely actions for renewals of contracts, promotions, within-grade increments, dependency allowance as well as pension fund enrolment and that accurate Personnel Actions are issued accordingly. Follow up with United Nations Joint Staff Pension Fund (UNJSPF), NYHQs on payment of benefits to former staff.

5. Participates as ex-officio in Job Classification Panel (JCP) meeting for general service posts, guides the panel and produces reports. Provides support in the preparation of Job descriptions for established local posts. Responsible for convoking, preparation of agenda and minutes of Joint Consultative Committee (JCC).

6. Provides induction briefing when required to new national staff members on entitlements and benefits as well as administrative procedures on other HR issues. Provides general information as required to all categories of staff members both within the Country Office in Abuja and the field offices on HR policies, rules and procedures.

7. Supports in overseeing the maintenance of staff official status files and other records in the HR Section.Inter-agency Cooperation, Networking and Partnerships

Minimum qualifications and competencies: • Completion of secondary education; Degree or its equivalent in Social Sciences is desirable.

• Seven years experience, including progressively responsible work in Human Resources Administration and Office Management.

• Fluency in oral and written English is required. Knowledge of one other UN working languages and knowledge of local language of the duty station is an asset. • In-depth knowledge of Human Resource rules and regulations;

• Very good communications and ability to produce clear and concise reports

• Analyzing, Planning, organizing and conceptual skills

• Very good knowledge of computer applications

• Strong drive for result and ability to work well with people particularly in a multicultural setting

• Following instructions and procedures and high sense of integrity.

• Initiative, passion and commitment to UNICEF's mission and professional values.

• Good time-management skills and flexibility.
