Job Title: Cassava Project Scientist/Manager

IITA is looking for a Cassava Project Scientist/Manager to manage a project that is working in the Democratic Republic of Congo, Sierra Leone, Tanzania and Zambia. The project will focus on four components:
1) Generation of agricultural technologies and innovations,
2) Sustainable dissemination and adoption of agricultural technologies and innovations across the value chain,
3) Sustainable capacity strengthening of project stakeholders and
4) Efficient management of the project.
Position/Responsibilities
• Monitor day-to-day management and coordination of the project across mandate countries in consultation with technical scientists on the project and the project management team.
• Coordinate preparation of project reports, budgets and financial reports as required according to donor and IITA requirements.
• Make necessary arrangements and work out logistics for project workshops, meetings, and monitoring tours.
• Work out logistics for all training activities planned under this project.
• Coordinate a series of regional trials of near-finished cultivars in all participating countries.
• Provide leadership in designing, planning and implementation of on-farm and demonstration trials.
• Present the activities, results and impacts of the project at scientific meetings within and outside the region; and present scientific papers for publication in peer reviewed journals as appropriate.
• Assist and collaborate fully with specialists involved in project areas such as socio-economics, farmer participatory research, agronomy, natural resource management and external advisory committees.
Educational Qualifications
PhD in Plant Breeding, Agronomy or related field, with ten years experience in tropical agriculture, five of those with the cassava crop and value chains.
Core Competencies:
• Excellent leadership, management, interpersonal, and team building skills.
• Ability to work as a member of a multi-disciplinary team in a cross-cultural environment.
• Fluency in oral and written English and working knowledge of French.
• Good contacts with NARS scientists in target countries.

I just wonder how these people usualy arrive at setting the required number of years in work experience for these jobs. cos i dont understand wat they usually mean by such large figures in the work experience. are they saying they only want old men and already inployed people?
