Key Roles:
Perform civil engineering duties in planning, designing, and overseeing construction projects and maintenance of facilities relating to roads, pipelines, crude oil processing plants etc within onshore and offshore environments. The objective is to carry out all projects safely, on time and within budget.
Accountabilities:
1. Minimum of 3 to 6 years working experience in a Civil Engineering position.
2. Provide civil engineering inputs to other disciplines to assure that design outputs are consistent.
3. Review civil engineering aspects of Design Basis,design drawings, specifications, installation procedures, etc.
4. Ensure that design work by Contractors meets Company standards and relevant industry codes so as to deliver fit-for-purpose works, which satisfy the requirements for safety, accessibility, operability and reliability/maintainability.
5. Monitor the performance of design Contractors and suggest remedial actions to avoid design deficiencies and installation delays.
6. Assist Company resident and/or project engineers with the civil engineering aspects of Facilities Design.
7. Assist construction and commissioning teams with answers to field questions encountered during installation (e.g. as related to testing, compaction, concrete, paving, equipment, pile driving, etc.).
8. Initiate and coordinate tasks needed for project execution including surveys, permitting or government reviews, material specification, installation procedures, testing, etc.
9. Participate in HAZOP's and other key design reviews.
10. Prepare sound tender documents for the work to be tendered; draft bidders' list proposals for line Manager and Tender Board endorsement.
11. Evaluate received bids, Work tendered, therein ensuring competency of the contractor proposed for contract award (ability to timely execute the work, to the required standard, and with recognition of HSE and security/community relations issues).
12. Draft contract award recommendation for line Manager and Tender Board.
13. Monitor Tender Board endorsement of a contract award recommendation, and ensure prompt compilation of a sound contract document, so that no work commences without a signed contract being in place.
14. Responsible (as site engineer) for construction work execution, with special emphasis on quality assurance of the construction works, and on Health, Safety and Environmental (HSE) issues and security/community relations.
15. Monitor the progress of contracted construction work so that the schedule and milestones are met, providing reporting on same to line management, as well as providing early warning of potential slippage; in the case of the latter, propose remedial actions so that the "required for use or occupancy" dates for the works are not jeopardized.
16. Ensure the proper close out of projects, including the production of as-built dossiers (construction records, etc.) and as built drawings.
Person Profile:
• Minimum of a 2nd Class Honours University degree in Civil Engineering or Equivalent.
• Minimum of 3 to 6 years working experience in a Civil Engineering position.
• Good understanding of project management controls and procedures.
• Good working knowledge of civil engineering codes and standards, with emphasis on oil and gas industry practices.
• Good knowledge of the civil aspects of the design of onshore oil production facilities, roads, buildings, schools, drillsites, etc. A similar knowledge of offshore oil and gas facilities would be an advantage.
• Ability to utilize a common software for the analysis of civil design, installation and operating issues.
• Good (verbal & written) communication skills and the ability to work in a team.
• Conversant with the use of Microsoft Office Tools, especially AutoCAD.
