UNICEF Nigeria seeks the services of experienced Education -GEP Advisor (FME) to work alongside staff of the FME within the Special Education Division of the Basic and Secondary Education Department. This person will report to the Education Specialist responsible for GEP in UNICEF and also have an office in the Special Education Division, FME. The Deputy Director Special Education will also be closely involved in reviewing progress with the FME work plan. The main focus of the advisor will be developing institutional and personnel capacity for gender and education evidence-based policy and strategy development, implementation planning and monitoring and evaluation.
The successful candidate will be expected to carry out the following duties
1. Develop office systems to enable coordination of State level activities, monitoring, and dissemination of outputs and outcomes.
2. Assist the Ministry with the development of proposals for funding Girls' Education activities, especially in appropriate utilisation of MDG (debt-relief gain and other conditional transfer from the federal government to support girl's education, and in ensuring timely disbursement and effective use of funds.
3. Ensure that all relevant FME divisions (including UBEC) and national level education parastatals mainstream gender issues in education decision-making and incorporate them into national plans and NEEDS.
4. Conduct relevant training activities for senior staff on gender, gender issues in education policy and gender issues in schooling with an emphasis on practical approaches and mainstreaming of a gender focus in analysis, policy, strategic planning, Operational Planning, implementation and monitoring.
5. Facilitate the operation of the GEP Steering Committee and the Nigeria Girls Education Initiative (NGEI), and support regular meetings.
6. Ensure regular liaison meetings with other FME sections and with parastatals, and contribute to review of gender issues in their work programmes and areas of responsibility.
7. Support gender policy and planning development, and explore the means of ensuring policies are put into practice. This will include working closely with the Planning Commission, with the Education Data Bank (NEMIS) and with other development partners.
8. Where reviews and revisions to education establishments and practices are on-going or planned, contribute to ensuring gender issues are addressed throughout (for example, HIV/AIDS, school inspection, curriculum, and in-service/pre-service teacher education). Where possible, identify a link person between the Special Education Division and the institutions concerned to maintain contact and maintain a gender focus.
9. Support advocacy initiatives where appropriate to support Girls' Education improvements. Strengthen links between FME/government and NGO /CSOs (e.g. CSACEFA and other intermediary or coordination bodies) Prepare brief monthly progress reports, and a more comprehensive quarterly report for presentation to and discussion with line managers.
Minimum qualification & competencies: – The candidate for this position must have a higher degree in education or the social sciences, humanities or law. – Minimum of 10 years' experience working (preferably internationally) on gender and education programmes, and to have both a working knowledge of community mobilization approaches, and child-friendly school initiatives. S/he will be a senior consultant capable of working and gaining respect at national and ministerial level.
