Title: Proposal to ban street begging in Finland

Three Finnish MPs of the Finns Party have prepared a bill for legislation that would ban begging in public places. If passed, public order laws would be revised to fine beggars.

The three MPs, Tom Packalén, Jussi Halla-aho an Olli Immonen say they want a ban because begging by Roma from Bulgaria and Romania has risen sharply and become more aggressive in nature.

According to the proposal being tabled, begging has become an organized activity which exploits individuals and shows features of human trafficking. The three MPs says that begging also uses police resources in dealing with associated crimes such as theft, assaults and intercourse offenses.

The proposal states that begging has a negative impact on public safety and that permitting begging does not reduce the poverty or discrimination that foreign Roma face in their home countries.
