JOB PURPOSE:
• To lead Nigerian Content initiatives and to ensure successful integration of Nigerian Content compliance into all company activities and procedures.
• Objectives and Day to Day Activities:
• To develop and implement the Company Nigerian Content strategy as directed by Executive Management. To ensure appropriate level of Nigerian Content compliance and procedures are adequately applied across all Company entities and Departments. To co-ordinate activities and policies with Joint Venture Partners (IJVP's) including Networks with other IOC's and Indigenous Companies to evaluate Seplat's comparative performance. To fully support IJVP's liaison with Nigerian Content Development & Monitoring Board (NCDMB).
PRINCIPAL ACCOUNTABILITIES:
1. Ensure Compliance with NOGID Act and advise Company accordingly
2. Develop and Monitor Nigerian content plan in line with Company strategy and Objectives
3. Represent Company at stakeholder meetings
4. Responsible for timely and accurate preparation of all plan and reporting input to IJVP's for onward submission to NCDMB in order to meet all statutory reporting deadlines.
5. Initiates strategies to 'grow' local capacity, especially in our areas of operation.
KEY SUCCESS FACTORS: – Develops and maintains relationship with NCMB and other government agencies in order to better understand and obtain updated rules and regulations. – Demonstrate understanding of the main focus areas for implementation by NCDMB Training & employment of Nigerians – Establishment of critical facilities such as pipe mills, docking & marine facilities, pipe coating facilities; – Promoting indigenous ownership of marine vessels, offshore drilling rigs, etc; – Integration of indigenes and businesses residing in oil producing areas into mainstream of industry economic activity; – Promoting services which support industry activities such as banking, insurance, legal, etc. – Maintaining engagement of suppliers and contractors ensuring cost effective delivery – Contribution to the development of innovative contracting strategies to reduce costs. – Carry out site visit to ascertain physical existence of companies during pre-bid period – Job holder may be required to attend TECOM/FINCOM, cash call and performance meetings with Partners NPDC.
HSE RESPONSIBILITIES: – Work with HSSE function to ensure safety auditing at all vendor locations – Participate in contractor HSE quarterly performance review meetings – Ensure HSE policy goals and guidance are embedded and maintained in all vendor submissions
WORKING RELATIONSHIPS: – The job holder should be a self starter with capacity to thrive without supervision and a very good team player. – Work with various user departments to align with Company local content objectives as approved in the local content act. – Work with C+P dept to develop and review contracting strategies as required for ITT's. – The job holder should be ready to mentor subordinates to ensure continual succession goals and objectives are achieved. – The Job holder must report 360 deg to line manager at all times. – Job holder must ensure strict compliance to Companies C and P policy, T and C and all contracting guidelines and report any non- compliance to Head SCM/JV to handle at higher management level.
QUALIFICATIONS, KNOWLEDGE, SKILLS & EXPERIENCE:
Degree qualified in Engineering, social sciences or the humanities
Masters degree in engineering or business related topics
Significant experience in senior role in Oil and Gas sector
Experience in Oil and Gas field production including drilling and well activities.
Knowledge of Oil Field contracts and contracting strategies
Mentoring and coaching of others
The job holder will have sound IT skills with proficiency in the use of excel spreadsheet, Microsoft word, power point etc
JOB CONTEXT/ENVIRONMENT:
The position is based in Lagos and will require frequent visits IJV Offices, NCD, NPDC & NIPEX
