Overview:
The Chief of Party will provide overall programmatic and technical leadership and managerial oversight to large preservice education and capacity building project. This includes directing program resources to ensure timely and cost-effective implementation of program activities and developing and maintaining collaborative partnerships with project partners and country stakeholders, be responsible for ensuring the project reporting requirements are met, and manage the donor relationship.
Responsibilities:
• Provide project leadership and strategic direction on preservice education and capacity building for health in Nigeria to ensure the project's technical and financial integrity and to achieve project goals, objectives and targets
• Implement activities and ensure the project is technically sound, evidence-based and responsive to the needs of the country, its people and donors
• Write and/or review technical components of materials and publications related to the project and its development
• Develop and maintain excellent relationships with colleagues and donors in the country and region
• Represent the project in all matters pertaining to the execution of program-related activities
• Ensure high-quality project implementation, consistent with Nigeria's national health guidelines
• Draft, edit and proofread technical materials and reports of project activities and results to the donor, including progress and annual reports
• Promote and support the dissemination of project information among the project team
• Develop and modify Nigeria work plan, including budgets, with technical advisors and Financial Manager
• Maintain productive and consistent communication with project and technical staff
• Work collaboratively with project and headquarters staff to ensure proper financial projections, reporting, spending and compliance with project terms and conditions
• Ensure compliance with USG operational policies and regulations.
• Supervise several key members of staff
Required Qualifications:
• Clinical degree with post-graduate level training in public health
• 15+ years experience developing successful, replicable and sustainable projects
• Familiarity with preservice interventions
• 2+ years experience living and working in Nigeria, including supporting implementation of state-level projects
• Demonstrated experience in implementing public health projects of more than US$10 million per year in developing countries, with emphasis on pre-service education projects
• Proven leadership skills, as well as skills in facilitation, team building and coordination
• Proven track record managing a project team composed of several technical experts, project, finance and administrative staff for at least two years
• Strong change management, results-oriented and decision-making skills
• A team player accustomed to building team capacity, delegating work to teams and developing communities of learning among host-country partners and counterparts
• Strong leadership and technical capacity to support service delivery, especially at the community level
• Excellent interpersonal, writing and oral presentation skills
• Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
• Excellent team-building skills
• Understanding of USG regulations and compliance
• Fluent in written and spoken English
• Ability to travel in Nigeria and internationally
