FORMER Chief Justice of Nigeria, Justice Muhammadu Uwais (rtd), Tuesday spoke on the  non-implementation of the vital aspects of the Electoral Reforms Committee Report, lamenting that the will to bring about change in the country is lacking.

He generalised the apathy against electoral reforms in Africa, explaining that those in power often blocked drastic changes because they want to remain in government.

Justice Uwais, who chaired the committee set up by the late President Umaru Yar'Adua, maintained that the key to sustainable democracy and electoral sanity is electoral reforms

He recalled that, while the late President was ready to embrace electoral reforms, his party, the Peoples Democratic Party (PDP), was passive..
