Job Title: Consultations on the draft Transboundary Diagnostic Analysis: Chapter on Terrestrial Environment

Functional Responsibilities:
In a previous assignment a Consultant drafted the 'Terrestrial Environment Chapter' in the TDA report, covering:
• Land cover and land use, with geology and soils; natural ecosystems; land use and ownership; anthropogenic-led changes to natural vegetation; land use socio-economic linkages; main transboundary issues.
• Land degradation, with degradation of headwaters and rangelands; deforestation; alien invasive species; main transboundary issues.
• Irrigated agriculture, with areas under irrigation, including historic development and crops; water demand and current trends in water conservation and demand management.
• Climate change, with GCC downscaling for the Orange-Senqu basin; vulnerability to CC; impacts and adaptation.
• Exhibits (boxes) on particular issues, including communal land tenure and subsistence farming; importance and pressures on wetlands; bush encroachment; legislation and best management practices in the irrigation sector; food security and its water footprint; sectoral climate change vulnerabilities and adaptive capacitites.
Education/Experience/Language requirements:
• A minimum of eleven years practical experience relevant to the subject:
• A master degree in water resources management, environment or a related discipline.
• Solid understanding of the legal and institutional context in southern Africa, in particular the the water and environment sectors.
• Fluency in English required;
• Prior work experience in the southern Africa region.
• Solid understanding of the natural terrestrial ecosystems in southern Africa, as well as prevailing land uses.
• In-depth experience in the irrigation sector in southern Africa, including recent developments in the legal and institutional environment, as well as in water conservation and demand management.
• In-depth experience of climate change issues in southern Africa, including GCC downscaling. Practical experience in climate change vulnerability assessments and drafting of adaptation strategies for southern Africa.
• Practical experience in comparable assignments, including in cooperation with river basin organisations.
