Functional Responsibilities:
● Advise the Commissioner of Agriculture, Environment and Water Resources in
the Process CAADP of NEPAD;
● Coordinate actions of ECOWAS institutions and pillars of NEPAD.
● Build the capacity of the D / ADR and help coordination of ECOWAP / CAADP with other players and play a role of technical support for implementation activities;
● Build on the team of D / ADR and organizational arrangements established by the Commission ECOWAS for the implementation of ECOWAP to draw the best opportunities for the region of West Africa;
● Encourage and facilitate dialogue between the Department of Agriculture, Environment and Water Ressoures and Technical Partners and Financial;
● Support the coordination at the technical level of PRIA / SGP and annual plans of operation led by the D / ADR and the Regional Agency for Agriculture and Food;
● Participate in the preparation, supervision, monitoring and evaluation activities related to ECOWAP / CAADP
● Participate in missions ECOWAP and contribute to the preparation of reports;
● Ensure compliance with timing of implementation set, and propose proactive solutions to problems that arise;
● Participate in coordination meetings and consultation groups on thematic ECOWAP / CAADP and provide technical support;
● Producing Director for the attention of ADR reports activities quarterly, half yearly and activities, highlighting progress in the implementation of ECOWAP. These reports will identify constraints and solutions adopted or under consideration
Competencies:
• Great ability to design complex interventions, to provide technical assistance and solve practical problems, interact with a wide range of clients;
• Good knowledge of regional economic integration organizations, inter-state, inter-African and socio-professional organizations of regional engergure;
• Good experience of intervention or collaboration in projects funded by USAID, the World Bank and international financial cooperation institutions would be an asset.
Education:
• Master / Engineer / DEA / DESS or at least equivalent (Bac +5) in Agriculture, Rural Development,
• Macroeconomics, Agricultural Economics, Agricultural Economics. BA more additional years can be considered in lieu of a Master.A PhD, a great asset.
Experience:
Proven experience of at least fifteen (15) years in developing, implementing, and evaluating the suivii of EC development policies in the agricultural sector or large-scale project
Languages:
Good command of French and English. Knowledge of Portuguese is a plus.
