Job Description:

•   Supervises a Team of Buyers, Senior Buyers, Principle Buyers, Expeditors and administrative support staffs.

•   Prepares recommended source lists of qualified bidders, drawing upon their past performance experience.  Coordinates the list with project management and appropriate client recommendations

•   Reviews Request for Quote packages and verifies accuracy and completeness of proposal packages.  Interfaces with affected sections to clarify and ensure that all necessary data has been included.

•   Receives bidders' responses to requests for proposals, determines each bidder's ability to meet Company and project requirements, and negotiates the terms and conditions.  Prepares and issues purchase orders commensurate with delegated procurement authority.

•   Prepares bid documents and amendments, including identification and inclusion of flowdown requirements from the prime contract.  Ensures that terms and conditions will be appropriate.

•   Maintains and updates bidders' files to include records of payment.  Resolves problems with claims, back charges, and invoices.

•   Monitors progress of vendor; prepares and maintains records of activity and status to ensure compliance with PO terms and conditions.

•   Prepares detailed reports and contractual correspondence for project management and client.  Establishes and maintains accurate tracking records tailored to each purchase order.

•   Performs purchase order closeout actions, completes file documentation, and forward the files to storage.  Ensures retention of hard copy of reports and claims as required by the prime contract.

•   Supervises all lower level team members including  buyers and expeditors, assigns and reviews their work, offers training in various purchasing processes, gives input toward performance evaluations, and makes salary increase recommendations.

•   Serves as liaison between vendor and Company personnel

•   Completes other responsibilities associated with this position as may be appropriate.

•   Develops and maintains reporting systems.

•   Attend meetings on behalf of Procurement department.

•   Keeps management informed of potential issues and problems and makes recommendations for effective solutions.

Job Requirements:

Widely diversified experience, particularly in purchasing activities typical to the oil and gas/engineering and construction industry, and an ability to negotiate the most complex bids effectively, is required

Education – Qualifications, Accreditation, Training: BA/BS in Engineering or applicable discipline

HSE Capability: Commitment to safe working practices and ability to promote safety consciousness within the department

IT Skills: Proficiency in the use of Microsoft Office Suites applications

Industry Specific Experience:

•   Equivalent knowledge of  7-10  years of experience.  

•   Additionally, 10 to 12  years of experience including demonstrated technical skills with problem solving capacity.

People Skills: Requires communication skills to be able to successfully work in a team environment and communicate effectively with other disciplines
