Out of the 27 EU data regulators, 24 agree to the raised concerns about the level of security of personal data gathered by Google.

Even though Google maintained that all the methods they use to gather personal data meet the EU's recommended standard, data regulators' needed more proof and therefore asigned one french company with the task to look into Google's policy on behalf of the other countries.
Among the issues raising eye brow is the combined data from sites like YouTube and Gmail to better Google's advertising target since March. Being that privacy and data security is very important, this is a bold but the right move as many would be affected if any data bridge befall the web Giant.
