Delta State - Budget: Delta Assembly Okays N472Bn For 2013

Delta state House of Assembly has passed the 2013 Appropriation bill, with budget size of N472 billion. There was an increase of N73.807 billion from the initial proposed budget of N398.31Billion presented by Governor Emmanuel Udughan to the State house of Assembly barely three months ago.

The passage of the bill followed the consideration of the report of the House of Committee on Finance and appropriation headed by Hon (Barr) Daniel Mayuku. The speaker, Rt.Hon.Victor Ochei chaired the committee of the whole House that, considered the report after an amendment of the motions on certain sections of the bill was moved by the Deputy Majority Leader, Hon Johnson Erijo.

The House passed N314.4 billion for capital expenditure showing an increase of N62 billion in the proposed budget presented by the Governor, while the total of N157.6 billion was passed for recurrent expenditure with an increase of N11.6 billion of the proposed budget.

According to the breakdown of the passed budget, economic sector got N103.86 billion with an increase of N24.79 billion, representing 31.4 percent increase; an increase of 12.2 percent was recorded in the social sector, bringing the current figure of the sum of N52.68 billion, while the Environmental sector had N73.57 billion and General Administration increased to N46.77 billion.

The Chairman of the House Committee on Finance and Appropriation, Hon Daniel Mayuku, while presenting his report, said the 2013 Appropriation Bill was designed to pursue deliberate policies and programmes of government with far-reaching fiscal consolidation and to reduce budget deficit and domestic borrowing to near manageable levels.

He said this is achievable when proper machinery is put in place not  only to improve internally generated revenue, but to reduce expenditure on overheads, adding that the Appropriation bill captures commitment on all mega projects and completion of other  ongoing projects in the state.
