Job Title: Security and Transport Manager

Location: Abuja, Nigeria

Responsible to: Operations Manager

Responsible for: All programme drivers (around 9 to 12)

Grade: C

Organisation: Cambridge Education Limited (A trading name of Mott MacDonald Limited)

Purpose: To ensure the overall security management and logistics function in the Abuja Office. This includes ensuring compliance with all Mott Macdonald IMS guidelines.

Job Profile: The Education Programme is a six-year UK government funded programme designed to provide strategic technical assistance at Federal level and in up to 6 Lead States on teachers' skills improvement. It aims ultimately at improving student learning.  The Security/Transport Manager will provide security advice and transport management support to the Programme under the direction of the Operations Manager.

Accountabilities:

• Take direct responsibility for day-to-day management of the programme fleet, by ensuring their roadworthiness, preparation of periodic logistic/transport plans, and line management of team of at least 3 Abuja-based drivers.

• Manage the implementation of the programme security policy, standards, guidelines and procedures to ensure ongoing maintenance of security.

• Supervise the installation of physical protection devices including vehicle/asset protection, workplace violence prevention, and access control systems where appropriate.

• Liaise and collaborate with different official and informal national authorities as well as national and international risk management entities.

• Provide safety and security advice to programme managers as well as staff in terms of safety and security.

• Situation monitoring and preparation of periodic risk assessment reports, preparation and maintaining of contingency plans.

• Directly responsible for ensuring the residences/offices are safe for work, and all Mott Macdonald IMS policies are complied with.

• Establish good and considerate working relationships with all staff in the organisation, demonstrating respect for their own roles and responsibilities.

Extent of authority: Reports to the Operations Manager and manages at least 3 drivers in the Abuja Programme office and additional 6 to 9 in the targeted states.

Special relationships and contacts: Establish and maintain good working relationships with all colleagues working in the programme and in particular maintain regular contact with Estate and Facilities Manager.

Essential competencies/skills:

• Comprehensive knowledge of institutional security programmes including their planning, implementation, and control.

• Must be an intelligent, articulate and persuasive individual who is able to communicate security-related concepts to a broad range of technical and nontechnical staff.

• Ability to exercise a high degree of initiative and judgment and act quickly and responsibly in an emergency situation.

• Ability to establish and maintain effective working relationships with staff, other agency personnel, law enforcement agencies, and the general public.

• Experience with risk analysis and contingency planning

• Must have a solid understanding of information technology and information security.

• Ability to work across the country and to be able to travel when required to do so.

• Willingness to be flexible and prepared to contribute to the organization in other duties as required.

Required academic/professional qualifications, training and experience:

• Preferably educated to degree level or equivalent.

• Relevant professional qualification in Security/Risk Management.

• Previous experience in implementing organisational risk management frameworks.

• Good knowledge of transport management.

• Previous experience of managing a large fleet of vehicles also desirable.

• 3-5 years progressive experience working in transport/risk management.

• Professional experience in an international organization will be an added advantage.
