Overview:

The Clinton Health Access Initiative (CHAI) was established in 2002 to increase access to care and treatment for people living with HIV/AIDS and to strengthen health systems in resource-poor countries. Over the past few years, CHAI has expanded the scope of our work to include access to high-quality treatment for malaria,  new vaccines and essential treatments for common childhood illnesses such as diarrhoea and pneumonia. CHAI has also increasingly supported governments to build the capacity required for high-quality care and treatment programs. Currently, CHAI partners with governments in more than 25 countries while more than 70 countries directly benefit from the low-priced drugs and diagnostic test agreements that CHAI has negotiated.

CHAI has been supporting the Government of Nigeria to scale-up access to Essential Childhood Medicines in Nigeria since 2011. Current work focuses on increasing access to zinc and ORS for the treatment of childhood diarrhea, with some activities addressing access to antibiotics for childhood pneumonia. CHAI's strategic approach for Essential Medicines Scale-Up in Nigeria employs a multi-stakeholder coalition for scale-up. This coalition consists of committed public, private, and non-governmental organizations implementing a diverse set of interventions at national and state levels. CHAI is seeking a Monitoring, Evaluation, and Research Manager to assist in the monitoring, evaluation, and performance management of this effort.

The Monitoring, Evaluation, and Research Manager will join the Nigeria country program, working with the Essential Medicines team, to enable CHAI, the Government of Nigeria, and their partners to achieve transformational impact in increasing Essential Medicines coverage rates to reduce childhood mortality across Nigeria. We are seeking highly motivated individuals with outstanding credentials, analytical ability, and communication skills. The Manager must be able to function independently and flexibly as well as build strong relationships with government officials and partners. Additionally, the successful candidate will adhere to the core CHAI values of resourcefulness, entrepreneurialism, flexibility, independence, humility, and work ethic.

Candidates should have strong research and analytical skills matched with an ability and desire to use those skills to develop practical solutions in challenging environments and to focus solely on the use of analytics to achieve large-scale impact.

The Monitoring, Evaluation, and Research Manager will be based in Abuja with limited travel to program implementation locations.

Responsibilities:

•   Develop and oversee the implementation of processes and methods—including household and outlet surveys—to assess the performance and impact of interventions to scale-up

essential medicines coverage at national and state levels;

•   Identify and manage partner organizations and/or contractors to conduct data collection and analysis, including the coordination of data collection activities across relevant states and local government areas;

•   Develop tools to improve monitoring and evaluation, KPI reporting, and knowledge management capacity at the National and state levels for tracking zinc and ORS treatment coverage in the public and private sector;

•   Provide technical support to state-level program staff, National and State governments, and coalition partners to enhance data management practices for zinc and ORS and other essential childhood medicines;

•   Work closely with the Program Director, Deputy Program Director, and other Essential Medicines team members to develop and oversee the implementation of robust Performance Management frameworks for core scale-up interventions, including demand generation and supply security;

•   Produce detailed analyses of demographic, epidemiological, and programmatic data as needed by the Essential Medicines program team and work closely with other Essential Medicines team members to develop analysis-based recommendations for improved program implementation;

•   Provide regular program performance reports for the Program Director and Deputy Program Director which synthesize and communicate main findings and conclusions clearly, directly, and in a format appropriate for use in joint coalition performance reviews;

•   Contribute monitoring and evaluation components to the development of proposals, program reports, and communications materials;

•   Develop and manage a database of program performance data, including ongoing engagement with state-level program staff to ensure data is collected and consolidated on a routine and timely basis;

•   Develop and maintain relationships with key counterparts in partner organizations and the national M&E community for essential childhood medicines;

•   Any other task as requested by the Country Director.

Qualifications:

Proactive, resourceful individuals with strong analytical and communication skills are required for this role.  Specific requirements include:

•   A Bachelors degree in Public Health, Epidemiology, or other related disciplines from a reputable university and a minimum of 6 years work experience developing and implementing research and evaluations in developing country settings OR a Master's degree in Public Health, Epidemiology, Econometrics, or other related disciplines and a minimum of 4 years work experience developing and implementing research and evaluations in developing country settings;

•   Excellent knowledge of program monitoring and evaluation methods (qualitative and quantitative), including experience developing monitoring and evaluation plans, tools and summary forms;

•   Exceptional diplomatic, strategic-thinking, and interpersonal skills, and an ability to build durable relationships;

•   Exceptional ability to work independently and to develop and execute plans to achieve specified impact with limited guidance and oversight, including an ability to multi-task and be effective in high-pressure situations;

•   Familiarity with current international standards and developments in monitoring and evaluation;

•   Excellent quantitative, problem solving, analytical and statistical analysis skills (including strong Microsoft Excel skills and experience with STATA or SAS);

•   Strong written and verbal communication skills, including the capacity to synthesize monitoring and evaluation data into an effective presentation of results to help guide recommendations on performance improvement;

Plusses:

•   Experience working in child health or health delivery systems in Nigeria;

•   Familiarity with major population-based surveys in Nigeria (i.e. NDHS, MICS), their sampling methods, and their dataset structures;

•   Experience conducting secondary analyses of large, population-based surveys;

•   Experience in the design, deployment, and implementation of household and/or retail outlet surveys.
