AED is seeking a Chief of Party for the flagship US Government-supported five year malaria project in Nigeria that supports the National Malaria Strategic Plan, National Malaria Control Programme (NMCP), and interventions in seven Nigerian states.

Job Title: Monitoring and Evaluation (M&E) Advisor
Location: Abuja

Descriptions:
•   The M&E Advisor oversees all project research, monitoring, and evaluation activities, including building capacity (in conjunction with the Capacity Building Advisor and State-level Management and Capacity Building Officers) with the government, particularly with the NMCP and at the national, state, and LGA level in the focus states.
•   S/he monitors and evaluates project and government interventions as well as develops frameworks and processes to use and analyze the data to inform evidence-based planning and decision making.
•   S/he strengthens and harmonizes sources of information and data to improve management decisions and overall project performance and effectiveness, enabling the project to incorporate results in a fluid, dynamic manner.

Job Functions:
•   Design, update, and revise as necessary M&E frameworks for the MAPS project, including indicators, activities, targets, and reporting timeframes.
•   Develop processes to use and analyze data to inform evidence-based planning and decision making.
•   Oversee MAPS situational analyses, assessments, and related reporting.
•   Oversee the implementation of M&E plans for all MAPS focus states, working in collaboration with state-level M&E advisors as well as Implementation Director.
•   Provide regular updates to COP, Project Director, partners, and other applicable staff on the implementation of M&E activities.

Qualifications and Skills:
•   Masters degree in one of the following or related fields: Monitoring and Evaluation, Public Health, Demography, Statistics, and other job-related field experience required.
•   Ten years of relevant work experience required in international health and/or development programs, including practical experience in monitoring and evaluation.
•   Familiarity with malaria prevention and infectious diseases.
•   Working knowledge of USAID and familiarity with USAID M&E rules and requirements.
•   Competence in all facets of survey design and implementation and experience in data analysis using Stat, EpiInfo, SAS, or SPSS.
