NDI is hiring an evaluation consultant to conduct a final assessment of its USAID-funded Nigeria elections support program.  

Qualifications:

•   Master's degree or higher, in evaluation, applied research, social science or political science research or a related field

•   At least 5 years of experience managing or conducting evaluations, preferably those relating to analysis of democracy and governance development programs

•   Proficiency in both qualitative and quantitative methods including participatory methods, focus group discussions, survey design and implementation, sampling strategies, and statistical analysis;

•   Proven excellent research skills including development and application of analytical frameworks and tools and production of analytical reports

•   Ability to work remotely with diverse stakeholders and achieve quality results with limited supervision.

•   Experience training enumerators

•   Excellent English oral and writing skills

•   Knowledge and/or previous work experience with elections programs preferred

Period of Performance: NDI will negotiate the evaluation timeframe with the chosen consultant; ideally travel to Nigeria will take place in early to mid-October. The evaluator will spend several days on desk research before traveling to Nigeria, and approximately one week in Nigeria. Additional time will be allocated to finalize the report and brief the NDI team. The total number of consultancy days will be between 11 and 20 days, to be determined by necessity, budget, and consultant availability.  

Objective and Purpose of Evaluation:  – The objective of the program evaluation is to determine the extent to which NDI has successfully completed the program objectives under its grant, both those that were initially laid out and those that were added over the course of the program. The assessment will inform NDI's final substantive progress report to USAID as well as provide input and lessons learned into improving future NDI programs in Nigeria and elsewhere.   – NDI will work collaboratively with the evaluation consultant to finalize and prioritize evaluation questions addressing the impact, effectiveness, and sustainability of the program, finalize the terms of reference of the evaluation, and ascertain appropriate methodology to collect and analyze data.  

Key Tasks and Deliverables:

NDI will work with the evaluation consultant to delineate tasks necessary for successful completion of the program assessment.  The tasks will likely include:  

•   Conduct desk reviews of NDI documentation relevant to the program. Documents may include the following:

•   The initial program proposal and all add-on proposals

•   Internal baseline assessment

•   Independent evaluation of the 2011 PVT program

•   The initial work plan and all modifications to the work plan

•   The initial program monitoring plan and all modifications to this plan

•   Quarterly program reports to the donor and/or the draft final program report

•   Topical reports, election statements, educational materials, online resources, etc. representing the public products of NDI or its partners

•   Original "means of verification" for all activities to be provided in Abuja office only

•   Work with key program staff to refine the program logic if necessary;

•   Design of the overall evaluation strategy and methodological approach including: identification of appropriate data collection and analysis methods, development of evaluation instruments and questionnaires, establishment of protocols for data collection and analysis, and training of designated NDI evaluation team members in data protocols for data collection and data management;

•   Pilot data collection and analysis instruments wherever possible;

•   Collect and analyze data through a review of project reports; review  of data collected through on-going program monitoring; key informant interviews; focus groups; direct observation; and/or questionnaires;

•   Analyze data against evaluation objectives; and

•   Submit a program assessment report.

Deliverables of the evaluation will include:

1.   An evaluation inception report that includes the evaluation strategy, the evaluation questions, and the methodology to be used, as well as a workplan.

2.   Data collection and analysis instruments and protocols

3.   Raw and processed data

4.   Weekly progress reports (verbal and/or via e-mail)

5.   A draft program evaluation report and oral briefing to key stakeholders; and

6.   A final evaluation report that includes: – an executive summary of findings and conclusions – Introduction with background to the evaluation – Evaluation questions, methodologies and approach, scope, constraints and limitations – Description of the project objectives evaluated – Data collection & analysis based on criteria and findings – Key findings and conclusions – Annexes including

•   Terms of Reference

•   Work plan

•   Instruments and protocols

•   Databases

•   References, documentation etc.
