WYG International has been shortlisted for the project "TA Service Contract for Implementation of Support to Federal Governance Reform Programme in Five Federal Agencies in Abuja, Nigeria". The project has the objective of contributing to poverty reduction in Nigeria through promotion of public sector policy and efficiency in public service administration in order to enhance service delivery. Please see below the ToR of the original tender.

We are currently seeking a Public Finance and Strategic Management Expert to join us for this tender. The Public Finance and Strategic Management Expert is expected to have to meet the following criteria in qualifications and experience:

•   Advanced University Degree (MSc) in any of: Economics, Public Finance, Public Policy Analysis, or a directly related discipline. First university degree with at least 12 years of experience in relevant public sector management programmes may be considered in lieu of the advanced degree;

•   Excellent verbal and written communication skills in English;

•   Proficiency in basic computer programmes (i.e. Word, Excel, PowerPoint, Internet browsing);

•   Minimum 7 years professional experience in public financial management in public sector institutions including strategic planning and development or revision of existing Medium Term Sector Strategy (MTSS) aligned with existing Medium Term Expenditure Framework (MTEF);

•   Working experience in Sub-Saharan Africa would be an advantage;

•   Minimum 4 years relevant working experience in the fields of government budgeting and public finance management including implementation of integrated financial management systems in public institutions;

•   Minimum 3 years experience in training of public servants on various aspects of Public Finance Management particularly in the implementation of new Chart of Accounts;

•   Experience in providing public institutions with policy advice and technical assistance for the development of legal and administrative frameworks to coordinate public reform process would be an advantage.

The project iwill be 36 months in duration. The Public Finance and Strategic Management Expert will be required for an input of around 660 person-days over this period. The project will be based in Abuja, Nigeria.
