Job Description:
•   Provides guidance, direction, and specialized assistance for resolution of difficult or comples estimating problems. 
•   May lead a small estimating team of 1 to 4 employees who are qualified to perform capital cost estimating requirements; supervise their activities and reviewing work produced for accuracy.
•   Assists in training, developing, and maintaining a staff of estimators qualified to carry out departmental and project needs. 
•   Reviews work of subordinate personnel for quality, clarity, and application.
•   Prepares material takeoffs on the most complex projects, drawings, and plans. 
•   Reviews takeoffs provided by the Engineering Department and checks for mathematical and technical accuracy. 
•   Prepares detailed breakdown of components and elements of estimates for systems and subsystems.
•   Assists project management with preparation of schedules for estimate preparation, review, and publication. 
•   Reviews contractual documents and modifications to determine scope of work and scope of changes. 
•   Assigns material and labor costs to the takeoffs. 
•   Obtains telephone quotes for materials and services.

Job Requirements:
•   BA/BS in related field or applicable discipline preferred, or equivalent years experience. 
•   Masters degree or professional certifications preferred. 
•   Expert knowledge of applicable theories, practices, and accepted office procedures. Generally 10+ years of relevant experience. 
•   Possesses and is recognized as a functional expert and thought leader within the department and broader organization.
•   Anticipates complex internal and external business issues with impact on the organization and can recommend innovative program and/or program solutions.
•   Contributes to strategic program development.
•   Advanced proficiency with applicable software applications in related field. 
•   Advanced analytical and problem solving skills. 
•   Accuracy and attention to detail critical. 
•   Ability to meet deadlines and manage priorities is critical.
