Project Description:

IFES provided technical support to INEC in the preparation and conduct of the 2011 elections and continue to provide targeted interventions to enhance the capacity of the Commission in the post-election phase. Among the departments IFES is working with is the Alternative Dispute Resolution (ADR) Department, which was set-up by the Commission as an alternate mechanism to address the overwhelming number of matters filed before the regular courts and the election tribunals coupled with the slow pace with which these cases were adjudicated upon. The department is also keen in building its relationship with political party leadership and also addressing pre-election disputes.

Job Responsibilities:

Recently, IFES has been approached by the Director of the ADR department to provide training and acquaint its staff with other international best practices with a view to improve the capacity and performance of its staff. In light of this, IFES is seeking an expert in alternate dispute resolution and other associated legal expertise.

The Consultant shall:

• Work with the department in the drafting of ADR rules of procedures;

• Assist in the development of an ADR Manual/Handbook;

• Conduct a training needs assessment for staff of the ADR department, and develop appropriate training packages for Dispute Resolution Officers both at National and State levels;

• Conduct training of trainers on alternate dispute resolution mechanisms;

• Conduct training for political parties legal advisers and treasurers;

• Advice on effective mechanisms in engaging with political parties and other stakeholders;

• Advice the department on awareness raising strategies;

• Perform any other tasks as required by the Director of ADR, with the approval of IFES, Nigeria.

Qualifications:

University degree in Law, Political Science, International Relations, Electoral Policy, or other related fields.

The Consultant should be well experienced in international best practices in the area of complaints adjudication. Preference will be given to candidates with a legal background and long experience in advising on ADR matters. Fluency in both written and spoken English is required.
