Power chiefs seek to restart reactors

Kansai Electric Power Co sought government approval on Monday to restart two nuclear reactors even though some key upgrades to prevent a repeat of the Fukushima crisis will take three years.

All but one of Japan's 54 reactors are offline for safety checks and the country faces a power shortage if reactors are not restarted.

The government will decide later this week whether the reactors can be restarted.
