UNICEF Nigeria seeks the services of experienced Education -GEP State Project Co-coordinators who will in the State report jointly to the Permanent Secretary in the SMOE and Chairperson in SUBEB and to the GEP field officer in the UNICEF zonal FO and be responsible primarily for institutional and personnel capacity building for mainstreaming gender initiatives to address gender constraints to education access, persistence and completion at state level. They will be the key persons ensuring the coordination of project activities as well as those being implemented by government bodies in pursuit of the GEP goal, liaising with development partners and supporting the joint agreements produced in Abuja.

The successful candidate will be expected to carry out the following duties

1. Facilitate the establishment and maintenance of a State Girls' Education Committee, with representatives from all bodies and institutions with direct involvement in GEP (including civil society and Islamic representation), and with direct managerial, coordination and monitoring responsibilities for GEP.

2. Act as secretary to the above committee, arranging regular monthly meetings, keeping minutes and following up and supporting the completion of action points arising from its monitoring functions.

3. Facilitate the inputs of specialist coordinators and consultants who will work with the planning and statistics departments of the State Government (SMOE and SUBEB) to ensure that Girls' Education is mainstreamed within plans and implementation activities and to ensure that the locations of government and non-government education facilities are accurately mapped.

4. Facilitate on-going EMIS strengthening activities, especially through joint activities with the ESSPIN project where available, using gender-disaggregated data for rational, evidence-based policy making, and planning of interventions.

5. Ensure that credible and timely education annual plans are prepared for joint submission to the State Planning and Budget agency and UNICEF/DFID.

6. Following the appointment of the four state level specialist consultants and the three LGEA level consultants and the establishment of a GEP State coordinating team, act as technical supervisor to the specialist consultants, and for the community-based school activities.

7. Ensure adequate records of all girls education activities in the state are kept and shared with UNICEF Field office on monthly basis.

8. Ensure that UNICEF protocols are used to resource project activities, and keep accurate and transparent accounts of all inputs, outputs, expenditures and resource use.

9. Liaise with and between all bodies and institutions involved in GEP activities, particularly the SOME, SUBEB and the College of Education, and ensure the effective pursuit of project targets and implementation of activities.

10. Manage the contracting and/or running of gender and education training events at all levels and support all follow-up activities and implementation of gender mainstreaming activities

11. Improve where possible the functional state of all government offices being supported, and the facilities in them.

12. Where possible and appropriate pursue advocacy activities in support of improved Girls' Education.

13. Play a lead role in state reviews of progress in the Annual Review and lead on monitoring and knowledge dissemination within the State, particularly to disseminate best practice to LGAS that were not supported in GEP Phases 1& 2.

14. Oversee the timely disbursement and retirement of funds at the state level, monitor and conduct spot internal audit checks on the use of both project and state funds disbursed to the SBMC at community level.

15. Liaise with CSACEFA to ensure a credible series of monitoring field checks are made in supported communities.

16. Ensure accountability, transparency and follow up in CCT activities. Track recipients.

17. Ensure Value for Money initiatives are promoted and on-going.

18. Produce regular monthly work plans and monthly/quarterly reports and submit to the Permanent Secretary of Education, SUBEB Chairperson and the UNICEF FO. Include disbursements of state commitments (approved and actual) to GEP activities on a monthly basis.

Minimum qualification & competencies: – The candidate for this position must have a higher degree in education or the social sciences, humanities or law. – Minimum of 12 years' experience in education service. Experience in gender studies will be an added advantage. Skills in use of Microsoft office suites are a must.
