JOB PURPOSE

•   To monitor and support CAFOD funded programmes in Nigeria, focusing on governance/peace building and gender mainstreaming, with possible humanitarian support as required.

•   To accompany and contribute to the institutional development of CAFOD partners in Nigeria. This will include accompanying and supporting CAFOD's partner, CCFN, in resource mobilisation through assisting in the development of an organisational funding strategy and large-scale funding proposals.

•   To support advocacy initiatives on governance/peace building that are led by CCFN and/or its Church partners in Nigeria, providing and facilitating support from colleagues in London where appropriate.

•   To accompany CAFOD's longer term development programme in Nigeria, identifying opportunities for programme development on governance/peace building and gender.

•   To represent CAFOD externally with the government agencies and among CSOs and the Caritas network in particular.

•   To capture learning from the programming work and feed this learning back into the wider organisation.

ACCOUNTABILITY

This role reports to the Regional Manager – West Africa and Great Lakes Region and with some task management provided by the Executive Director, CCFN.

KEY RESPONSIBILITIES

Programme accompaniment, monitoring and support (50%)

•   Undertake field level accompaniment, monitoring and support to existing CAFOD supported programmes  in Nigeria, paying close attention to agreed outcome indicators, including assessing how accountability and gender are mainstreamed within the projects, and monitoring the overall impact of the interventions to date.

•   Building strong and effective relations with CAFOD's partners in Nigeria.

•   Update CAFOD's M&E framework based on the information gathered from field and partner monitoring visits, and support CCFN in the implementation of their M&E plans.

•   Support the production of partners' narrative and financial reports, in liaison with the partner programme staff.

•   Support the process of monitoring project financial management, including humanitarian projects if required, through undertaking visits to partner offices, and verifying financial processes and expenditure against the budget supported by CAFOD.

•   Support partners to develop systems and procedures for ensuring good practice and meeting sectoral standards on accountability and programme quality, including the CAFOD PCM standards, and other international and locally acceptable standards.

•   Provide support to partners including supporting the needs assessment process, project design, implementation and monitoring. This will include the implementation of a longer-term gender mainstreaming programme (liaising closely with the UK based Programme Advisor for Gender in the follow up of the project).

•   To support advocacy initiatives on governance/peace building that are led by CAFOD's partners  in Nigeria, providing and facilitating support from colleagues in London and any regional advisers where appropriate.

•   To accompany CAFOD's longer term development programme in Nigeria, identifying opportunities for programme development on governance/peace building and gender.

•   Monitor the wider context within Nigeria, including the humanitarian situation, security etc.

Accompaniment and capacity building support to partners, including CCFN (35%)

•   Work alongside CCFN in the implementation of the capacity development plans (identified within CAFOD's exit strategy), through linking them to specialist agencies, arranging training and/or through providing accompaniment, technical expertise and training to improve their organisational systems and staff capacity.  It is anticipated the following areas will be priorities within the capacity development plans;

•   Support the Executive Director in the development of funding strategies, relationship building with donors and on grant management.

•   Support capacity building of a resource mobilisation team on researching new funding opportunities while playing an active role in the development of systems to support effective resource mobilisation.

•   Work with and support the resource mobilisation team and selected diocesan staff in developing and negotiating funding proposals for the Church working to agreed capacity development plans, but with space to identify new opportunities as per own assessments;

•   Oversee the work of consultants and service providers supporting the capacity development of CAFOD's partners. (The post holder will not be expected to take on the line management of such personnel.)

•   Review requests from CCFN (and other Church partners, as agreed with CCFN) for capacity building support and identify any capacity development needs that are required to enable CAFOD's partners to deliver high quality programmes.

•   Develop, facilitate and co-facilitate participatory learning processes with CCFN, and other partners as appropriate.

•   Capture and share learning experiences with CAFOD colleagues and adopt good practices from such learning.

Representation, Coordination and administration (15%)

•   Represent CAFOD in working and reporting to relevant Government departments.

•   Coordinate with Caritas agencies and other INGOs/ networks in Nigeria, as agreed by the Regional Manager to identify potential opportunities for collaborating on training or capacity building and prevent duplication.

•   Represent CAFOD in relevant working groups and interagency fora for the purposes of coordination and learning.

•   Coordinate visits for UK staff
