Background:

This position is located in the United Nations Office on Drugs and Crime (UNODC) Country Office in Abuja, Nigeria (CONIG).Under the overall guidance of the UNODC Representative and the direct supervision of the Project Expert/Project Manager, the National Project Officer – Criminal Justice and Multidimensional Security (NPO) will provide direct support to the implementation the components of the projects aimed at strengthening the criminal justice sector in Nigeria, with a particular focus on the response for multidimensional security. S/he will work in close teaming with other colleagues within the projects, to create synergy and ensure full coordination of project activities. S/he will support efforts designed to extend CONIG's partnerships with various counterparts, including, state governments and authorities, civil society organizations, and private sector entities.

Duties and Responsibilities:

The National Project Officer – Criminal Justice and Multidimensional Security will perform the follow tasks:

Criminal Justice:

•   Act as main focal point for capacity building activities targeting the Judiciary and the Ministry of Justice, under the project component on capacity building

•   Support the Project Expert in identifying capacity building needs with beneficiaries, draft terms of reference and engage experts for project training workshops, meetings and study tour.

•   Coordinate and liaise regularly on project activities and implementation with relevant units of UNODC Headquarters in Vienna, relevant international training centres, UNODC field offices, and designated project managers and other senior professionals within the Judiciary and the Ministry of Justice

•   Develop, maintain, and intensify contacts with international and local institutions and trainers on issues related to strengthening the capacities of the Judiciary and the Ministry of Justice

•   Identify appropriate institutions, training programs, workshops, conferences, and possible sites for study tours, exchange programmes, on-the-job training, and mentoring programmes in collaboration with the Judiciary and the Ministry of Justice

•   Prepare and deliver all necessary financial and operational revisions and reports for activities under his/her responsibility.

Multidimensional security:

•   Ensure timely implementation and update of a project-work plan focusing on the strengthening of the criminal justice sector in the country, in close consultation with beneficiary institutions, Project Manager and other team members to ensure full coordination and synergy as well as maximization of project resources

•   Advise the Project Manager of local considerations and realities for proper and effective implementation of activities under the project, as well as on ways to strengthen partnerships with beneficiary institutions

•   Support the Project Manager in following-up communication with beneficiary institutions, including official letters, request for technical assistance, and the process of identification of participants and national experts, including trainers, for activities under the project.

•   Provide substantive and liaison support to national training workshops for judges, prosecutors and investigators, tasked with the implementation of the relevant national legislation

•   Ensure that all necessary project reports, including reports on budget expenditure, are prepared and presented to the Project Manager in a timely manner and that their quality and detail are up to standard, and where applicable, providing all the necessary support information.

•   Provide the necessary support to country missions, including those developed by experts from UNODC Headquarters; and participate in missions in other countries as required.

•   Support the development, in close collaboration with beneficiary institutions and other partners, of material to support training and capacity building activities addressing criminal justice practitioners.

•   Carry out programmatic and administrative tasks necessary for the achievement of expected results of the project; provide input to related funding proposals and technical briefings.

•   Perform other duties as assigned.

Education:

•   Advanced university degree (Master's degree) in law, criminology, social sciences or related fields.

Experience:

•   A minimum of 6 years of progressive responsible experience in project implementation and management is required, especially in support and capacity building activities targeting the criminal justice system.

•   Experience in results-based management, project monitoring, reporting and evaluation is required.

•   Good knowledge of UNODC/TPB work, including legal training tools for criminal justice practitioners would be an advantage. Work experience in the United Nations System and/or the justice system in Nigeria would be an asset.

Languages:

•   English and French are the working languages of the United Nations Secretariat.

•   For the post advertised, fluency in English (both oral and written) is required; knowledge of other UN official languages is an asset.
