- Be a native of one of the islands located in the eastern part of the Aegean specified as follows: Aghios Efstratios, Astypalaia, Chalki, Chios, Enousses, Fourni, Ikaria, Kalymnos, Karpathos, Kassos, Kastellorizo, Kos, Leros, Lesvos, Limnos, Nisyros, Patmos, Psara, Rhodos, Samos, Samothraki, Serifos, Symi, Thassos and Tilos. (Proof of birthplace is required.)

- Have completed his/her secondary education at a Greek lyceum on one of the designated islands. (One copy of the High School Diploma is required.)
