In the last five months record floods in Nigeria progressed from medium-scale, community-based crises – to large-scale flooding that has affected more than half of Nigeria's 36 states. Millions of people were affected, many fleeing their homes and belongings to seek refuge in schools and public buildings away from the floodwaters. After several months of displacement, the floodwaters have receded in many places, and families have begun to return to their villages, where they find their homes and fields destroyed.

IRC entered Nigeria at the end of October 2012 and, in accordance with EPRU's commitment to prioritizing assistance based on need, conducted assessments in rural areas identified to be in greatest need. IRC found severe needs in flood-devastated impoverished rural areas — in remote locations where the poorest of the poor live.

With ECHO funds, the IRC is launching an integrated emergency and recovery response in Kogi State, South Central Nigeria, providing NFIs, environmental health activities and livelihood/agricultural inputs to help flood affected communities rebuild their lives and livelihoods.

SCOPE OF WORK:

The Economic Recovery and Development (ERD) Manager manages the IRC agricultural and economic development programming in Nigeria.  The ERD manager will be charged to support the recruitment and management of staff, program implementation oversight and budget control.  The successful candidate will have a proven track record within agriculture programming in complex emergencies.

The ERD Manager will report to the Emergency Field Coordinator.

Program Planning & Implementation

•   Prepare and maintain/update detailed workplan(s) that support and achieve the overall grant timeline and completion date

•   Provide direction and monitor staff in their implementation of the workplan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines

•   Approve expenditures to designated level; manage/monitor monthly expenditures and track budgets to ensure that all spending is in line with approved budgets and timelines, including developing procurement plans, monthly program spending plan and cash forecasts

Monitoring & Reporting

•   Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, providing solutions and implementing modifications as required.

•   Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the grant and for IRC M&E purposes

•   Produce/contribute to IRC and donor reports as per set schedules on grant activities, indicators and achievements.

Partner Management

•   Serve as the main focal person in the field for the IRC's implementing partners; maintain respectful and constructive relations, and ensure regular meetings and ongoing coordination

•   Regularly monitor performance of the Partner to achieve the set project's objectives; provide technical support and guidance; share relevant information and direction to improve quality and achieve timelines

•   Review partner financial and narrative submissions, including M&E data; provide advice and guidance to improve accuracy and quality as required.

Coordination & Operations

•   Work closely and coordinator with IRC logistics, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in grant opening/closing and review meetings

•   Undertake/participate in liaison, coordination, and information sharing activities with national NGOs, international organizations, donors and government

Other

•   Consistently and proactively monitor the safety and security of the team; promptly reporting concerns or incidents to IRC management and liaising with community leaders and other external parties as required to maintain/enhance the security environment for IRC programs

•   Other duties as assigned by the supervisor to enable and develop IRC programs

Professional Standards

•   All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

REQUIREMENTS:

•   Tertiary qualifications in agronomy, economics, management/business or similar.

•   3-5 years of experience leading teams focusing on farming, value chain, rural development or community development projects.

•   Proven abilities in developing workplans, data collection and analysis and performance monitoring

•   INGO experience preferred

•   Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.

•   Fluency in English

WORK ENVIRONMENT: The Nigeria emergency response program will be operated in the South Central part of the country. This is a mid-level risk county.  IRC staff will be requested to strictly comply with IRC Nigeria Security Management Plan. This position is non-accompanied.
