Job Title: Results, Monitoring and Knowledge Management Advisor (National)

Locations: Nigeria

Mobilizing for the Development (M4D) is a new, DFID-supported programme meant to support local governance for improved service delivery and accountability in the areas of health, education, water and sanitation and livelihoods. It will also leverage Nigeria's MDG Conditional Grant Scheme (CGS) to scale up technical and capacity support for local government authorities. (LGAs)  M4D will work with both policy makers and service providers at state and LGA level as well as local-level civil society and community-based organizations (CSOs and CBOs) and state holders. M4D is especially interested in working to support innovative and increased both demand and supply-side governance reform, M4D will work initially in three states -Kano, Kaduna and Jigawa States where it will work in three local governments each. All the above posts are based out of M4D's head office in Kano.

•   Reporting to the National Team Leader, this key role is responsible overseeing and managing the monitoring and evaluation strategy and systems for M4D. This includes maintaining and improving on the overall design of strategy and systems and strategy and the development of a monitoring plan based on a sound understanding of requirements.

•   S/he will be responsible for maintaining revisions to the log frame, collating data across indicators and key result areas (including those associated with pilots and innovations), on Value for Honey indicators, commissioning surveys and the design and maintenance of the overall Management information systems for the programme.

•   S/he will also oversee the effective completion of routine quarterly, six-monthly, and annual reporting and will also provide a key link within M4D to the Independent (external) Evaluation Manager (IEM) and links to other DFID programmes.

•   The successful candidate will also contribute to the design and implementation of a knowledge management and learning strategy and system for M4D.

•   The successful candidate will possess a minimum of a first degree and have significant experience of M&E principles, frameworks and tools.

•   S/he will have a strong conceptual background, good technical skills, an understanding of data gathering techniques and timelines, and soured experience of DFID systems and procedures (or a demonstrated aptitude to team them).

•   With a commitment to innovation and new ways of working, the successful candidate will a good understanding of Development programming and be able to translate programme aspirations into sound and effective monitoring.

•   They should also be a strong communicator, capable of influencing action of others and be a good team player.
