Job Title: Assistant General Manager, Human Resources

Job Summary: The Assistant General Manager Human Resource ensures the development and implementation of a corporate Human Resource strategy for the Commission. The job holder reports to the General Manager Finance and Management Services.

Key Responsibilities:

1.   Ensures compliance with the public service rules and selection plans in accordance with the Commission's objectives and manning levels

2.   Coordinates the administration and entrenchment of cordial relations, industrial peace and stability in the work environment

3.   Develops and coordinates grievances and mediate workplace disputes

4.   Coordinates performance appraisals and matters related to discipline in the Commission

5.   Advises Commission on Strategic staff development programs, and provides Technical policy interpretation on HR matters

6.   Implements Commission's severance/retirement packages and coordinates the maintenance of, and update of personnel records

7.   Works with Divisions of the Commission to evaluate skill gaps and ascertain training needs of the Commission

8.   Performs analysis of attrition rate and succession plan of the Commission

9.   Reviews and advises the Commission on medical benefits and other welfare packages.

10.   Prepares staff emoluments and compensation, etc.

11.   Designs, evaluates and recommends most efficient and cost effective capacity needs for the Commission

Person Specification:

Required Knowledge and Skills:

1.   Articulate, clear minded, balanced and firm in expressing views and opinions

2.   Possess mature and composed temperament

3.   Display enthusiasm and flair to collaborate and contribute intelligently and effectively at management level, and as member of a team or group

4.   Demonstrate hands-on leadership style

5.   Display solid expertise in HR technical proficiencies and core HR competencies

6.   Proven ability to think strategically and translate strategies into actionable plans, decisive, and results-oriented

7.   Ability to handle multiple priorities and initiate, lead and manage change

Educational / Professional Qualification(s):

1.   A good first degree in Humanities, Psychology, Management/Social Sciences, Human Resources and related fields

2.   Membership of Chartered Institute of Personnel Management of Nigeria (CIPMN) is an advantage

3.   A post graduate degree will be an added advantage

Work Experience: Minimum of 18 years work experience in the private or public sector of a dynamic and driven organization, 5 years of which must have been at management level, related to general human resources management or core HR functions
