While briefing State House correspondence immediately after the Federal Executive Council meeting, the Information Minister, Mr. Labaran Maku told journalists that the Coordinating Minister for the Economy/Minister of Finance tabled a memo to seek approval to obtain an International Development Association (IDA) credit in the sum of SDR112.8 million (approximately USD170 million) and French Development Agency (AFD) credit in the sum of SDR39.8million (approximately USD60 million) for co-financing of the Second Rural Access and Mobility Project (RAMP-2).

That the primary objective of the project was to improve road transport conditions by bringing sustained access to the rural population, through the rehabilitating and maintenance of key rural transport infrastructure in the 4 participating States of Adamawa, Enugu, Osun and Niger.

The Second Rural Access and Mobility Project (RAMP-2) would be jointly financed by the World Bank and the AFD in a pari-pasu arrangement.

Maku said after deliberations, Council approved that the Minister of Finance execute the Financing Agreements for both the SDR112.8million (approximately USD170 million) IDA and the SDR39.8 million (approximately USD60 million) AFD Credit facilities.

The Council also directed the Minister of Justice and Attorney-General of the Federation to issue a legal opinion required to render the project effective.

Maku further told reporters that the Council had at its conclusion 7 of 1st April, 2009 awarded contract for the Rehabilitation of Calabar-Ugep-Ogoja-Katsina Ala Road Section 1 (Calabar-Ugep) in Cross River State. The ZIP was embarked upon in 2009 to address the deteriorating state of the road.

That the first phase of the project was aimed at addressing the heavily distressed sections of the road, while other sections not captured in the original contract scope of works would be addressed when funds became available.  This is to ensure that Government and the public get the full benefits of the investment made on the roads in terms of improvement of the level of service.

After deliberations, Council ratified the President's anticipatory approval for the augmentation of contract for the Rehabilitation of Calabar-Ugep-Ogoja-Katsina Ala Road Section 1 (Calabar-Ugep) in Cross River State, in favour of Messrs Piccolo Brunelli Limited, in the sum of N2,999,979,575.00 to N7,613,176,725.00 only.  The approval was given following a memo by the Minister of Works.

Maku said the Minister of Culture and National Orientation brought a note to apprise Council of the decision taken at the last session of the Conference of Ministers of Culture held in Kinshasa, DRC, in November 2012, where the African Union (AU) Ministers of Culture mandated Nigeria to organize a Rock Arts Exhibition and a Colloquium on Pan-Africanism and African Renaissance as part of the 50th anniversary celebration of the OAU/AU.

That it was in view of the mandate and in recognition of the dearth of information, vandalism and theft of some of the irreplaceable resource that the Ministry of Tourism, Culture and National Orientation, in collaboration with one of its agencies, the Centre for Black African Arts and Civilization (CBAAC) successfully organized a Rock Arts Exhibition held at Addis Ababa, Ethiopia, from 22nd to 24th May, 2013.

The African Union and UNESCO are requested to adopt a declaration of a Decade of Action for African history including African Rock Art.

He said the next Exhibition of the African Rock Arts would be mounted in Abuja within the third quarter of the year 2013.

Maku said he informed Council that the Ministerial Platform was concluded on 30th July with the presentation by MITI.   He disclosed that the 2013 MP was unique as it focused on concrete and verifiable achievements of the Government in the pursuit of the Transformation Agenda.   He added that the MP was a tremendous success, well received by the public, widely covered by television and radio stations, and recorded over 27 million hits on the social media.   He disclosed that the Ministry intended to produce a compendium of the presentations which would be aired repeatedly over the following months.

Maku thanked the President, Vice President and Council members for their participation in the support for the success of the 2013 Ministerial Platform.
