The Federal Government as well as state governments, yesterday, agreed to commit N15 billion annually to equip security services to fight crude oil theft in the Niger Delta region.

Addressing newsmen after a meeting of the. National Economic Council, deputy governor of Bayelsa State, John Jonah, said the move is to ensure that security agencies are in a position to secure the country's oil facilities.

According to him, the committee set up by the Federal Government to check activities of oil vandals has recorded progress and has increased the production level from 1.7million barrels per day to 2.4million barrels per day.
.
He explained that the "security agencies are professionals, well trained Nigerians and some of whom are laying their lives for you and I that we should get revenue. If you know some of the activities that happen in the Niger Delta area, I know some of my personal friends have died.

"One of the ways you can make a security officer confident is to equip him, and equipping a security agency and telling it what to do are two different things. So what we are trying to do is to ensure that we buy the necessary equipment for them to perform their duty in the areas that we have identified gaps.

We also want to make sure that more personnel are available. The terrain is a very difficult one, swamp terrain is a very difficult one.

The Oyo State Governor, Senator Abiola Ajimobi, has said that the State's heavy investment in peace has paid off greatly with the unprecedented number of investors that have been streaming into the State.

He made this known in a release issued by his Special Adviser on Media, Dr. Festus Adedayo, on the occasion of the World Peace Day.

Ajimobi, who enjoined the people to continually safeguard the state's hard-earned peace of the last two years, said that the peace of the State was an outcome of careful planning and God-endowed leadership.

"When we came into office, Oyo State was like the Hobbesian State of nature where life was nasty, brutish and short. Our people were killed like rats on the streets by politicians who abetted and took partisan sides in the road transport workers' violence. But with the help of God Almighty and the pedigree of the Governor as a gentleman and man of peace, we have been able to bring back the peace that our people deserve," the Governor said.

On what the Government did to restore peace to the State, Ajimobi said his government invested heavily in the maintenance of peace which it believe was the most basic requirement in the task of developing the State.

"To us, peace is the irreducible minimum requirement in the task of developing our state. The basic thing we did was to win the confidence of our people and that of the road transport workers' union and stamp it in their consciousness that we are neither partial nor are we a government that would condone thuggery and violence," the release said.

The Governor also said that the State established the anti-crime outfit called Operation Burst, and had been  spending heavily on security gadgets and equipment.

"All in all, we are happy that God assented to our desire for peace in Oyo State and the dividends of peace are already being reaped by our people. Right now, there is an influx of companies into the State and our people can now sleep with their eyes closed" said the Governor.

Police have refuted claims by House of Representatives member, Hon. Opeyemi Bamidele, that they were pressurised to quash the launch of Ekiti Bibiire Coalition last Thursday.

The state Police Public Relations Officer, Mr. Victor Babayemi, who said the coalition breached the law with the "illegal gathering", said the action of the law enforcement agents was to prevent breakdown of law and order.

Babayemi, an assistant superintendent of police, told our correspondent on phone at the weekend that "we have the responsibility to maintain law and order. If laws are being broken, it is our responsibility to maintain law and order.

"As far as the day in question was concerned, we did our job without pressure from anybody or group. That particular gathering was a clear violation of Section 99 of the Electoral Act as amended."

The PPRO, who explained that the section stipulated that political campaigns could not hold earlier than 90 days before election, said: "There is no election that is coming up in the state within the next 90 days. The Independent National Electoral Commission, INEC, has not declared any position vacant for election. So, we have to prevent breakdown of law and order".

Bamidele had alleged that the police were under pressure to disperse and arrest his supporters during the launch of his outfit, Ekiti Bibiire Coalition, a situation which has generated accusations and counter-accusations.

Although he did not confirm the number of arrests made on the occasion, Babayemi, who said the police made some arrests in line with their statutory powers, however, cautioned politicians in the state to "play according to the rules".

He said: "Our message to politicians is clear and simple. They should play according to the rules. The Electoral Act is there as a guide. The conduct of the politicians should be guided by the provisions of the Act. Where there is a breach, we will not hesitate to enforce the contents to the letter."

However, the PPRO assured the market women in the state and traders at Awedele Neighbourhood Market that the police would ensure justice if they could identify those they alleged attacked them during the incident.

The traders, under the aegis of Market Women Association of Nigeria, Ekiti State chapter, staged a protest at the weekend over alleged disruption of the market activities at Awedele Neighbourhood Market and attacks on them during the botched rally organised by Bamidele.

The traders alleged that they were attacked by hoodlums suspected to be members of the coalition, adding that some of them sustained injuries while their wares were looted by the thugs.

The Iyalaje of Awedele Market, Mrs. Adefunke Ogunrinde, said the matter had been reported at the New Iyin Road Divisional Police Headquarters in the capital city.

The Nigerian Security and Civil Defence Corps, NSCDC, says it has shut down over 65 private security companies for operating illegally in Lagos State, Southwest Nigeria.

This was disclosed by the Assistant Commandant General, Private Guard Companies, NSCDC, Dr. Nnamani Nwinyi during a three-day training in Ijeka, Lagos.

He lamented that the nation is faced with serious security challenges.

Nwinyi, who was represented by the Commandant NSCDC, Lagos, Mr. Dayo Adesuyi, said because of the security challenges, it became imperative for security agencies to reduce crime rate.

"Our main focus now is to ensure that citizen's life and property are protected. In order to reduce the crime rate, there is need for the Corps to regulate the activities of the security companies, because they are the closest to the people.

"As part of our responsibility to regulate their activities in the country, especially in Lagos, we have sealed 65 illegal security companies. And this was between May and September," he disclosed.

According to him, many security companies in Lagos "operate without license. This is because before they obtain their license from the Federal Ministry of Interior through the NSCDC, the owner would have been properly trained despite having security background. The guards of the firms would also be investigated to know their past. The guards' biometric data will also be captured and traced.

"Rather, the owners of these firms establish the firms based on the experience they have garnered while serving the country. They employ without embarking on proper investigation of those they employ as guards."

He said the corps would not allow this to continue, adding that at the end of the training, the trainees would be kept abreast of the latest technology in the country.

"We cannot allow this to continue. Cap 367 of NSCDC states that the Corps is saddled with the responsibility of providing training for private guard companies as well as regulating their activities in the country," he said.

Meanwhile, the Department of Petroleum Resources (DPR) has declared its readiness to work with the NSCDC to end the activities of oil vandals in the country.

Director of DPR, Mr. George Osahon, disclosed this at the weekend when he visited the Commandant of the NSCDC, Lagos, while decrying the revenue lost daily by the Federal Government through oil theft.

He stressed that such funds could have been used for the development of the country.

"It is important for relevant authorities to work in partnership with one another in order to ensure that such crime is nipped in the bud. As a regulatory body, we seal filling stations operating illegally or below the central government's standards.

"To end oil theft and regulate the activities of petrol stations in the country, we will like to partner NSCDC, especially Lagos in the area of enforcement towards ensuring that the law takes its right course on the perpetrators of the crime."

A five day Global Interpol Seminar on Anti-Corruption, Financial Crimes and Asset Recovery, with support from the Economic and Financial Crimes Commission, EFCC, will next week, Monday, October 7 to 11, 2013, hold at the EFCC Academy, Karu Abuja.

The international capacity building programme for anti-corruption operatives is expected to draw about fifty (50) participants from nine Central Africa countries and 16 from West Africa. Thirteen of these countries are French speaking while six are English speaking countries. Four speak Portuguese and Arabic, one country each represents Spanish and Sango.

Thirteen topics are expected to be covered by Panel of experts from United Nations Office on Drugs and Crime (UNODC), INTERPOL and the EFCC, during the week long programme.

The topics include: Anti-Corruption Legislations, policies and Practices in Africa Countries; Abuse of Official Position/Public Office to Gain Illegally: A common Denominator in Corruption (Challenges in successful investigation and prosecution of such cases); Public officials in possession of assets disproportionate to known source of income: A common Denominator in Corruption (Challenges in successful investigation and prosecution).

Other topics to be covered include: Role of intelligence and open source information in detecting and unearthing corruption; Roles of Independent Public Institutions acting as auditor and controller of public resources in unearthing Grand Corruption; Scope of Corruption in Contracting and Procurement; Recovery the proceed of crime: Key legal and practical issues and challenges; Detection, investigation and prosecution of corruption in exploitation of natural resources, with specific reference to oil and gas industry; Fraud, embezzlement and financial crimes; Corruption and the Exploitation of Marine Resources in African Countries and Computer Forensic and Mobile Forensics; Role of Interpol - Star in International Asset Recovery; Recovery and repatriation of forfeited assets, case studies and Digital Forensic- Computer and Mobile.

Formal Mutual Legal Assistance (MLA) and its requirements will be covered on Friday, October 11th.

It would be recalled that the last Interpol Seminar which was in collaboration with Fiji Independent Commission Against Corruption at Nagi, Fiji Island, held between 8 – 11th July, 2013.
