The successful candidate will under the supervision of the Finance Officer Abuja, carry out the following responsibilities:

1. Reviews and processes in VISION payments relating to Direct Cash Transfers to government, Reimbursements and/or direct payment – in line with the policies and procedures governing the Harmonized Approach to Cash Transfers (HACT); Processes liquidation of transfers to partners, ensuring that documentation is complete, accurate and adequate.

2. Reviews and processes payment requests and other documents submitted for payments for accuracy and completeness. Ensures that the proper charge codes are selected on payments requests. Processes staff entitlements (MIP, Payroll, Home leave, EGT, security re-imbursement) and payments to suppliers and travel entitlements/claim settlements. Also processes Inter-Office Payments (IOP).

3. Undertake visits to implementing partners to establish and/or review systems and procedures for compliance with UNICEF rules and regulations as well as HACT guidelines and prepare reports and recommendations. Also carry out assurance visits and spot checks for compliance testing. Prepare and conduct training to staff and implementing partners.

4. Reconciles PAR accounts for staff (international and national) as well as the General Ledger accounts. Produce Quarterly PAR reports. Assists UNICEF field offices as required. Raises Journal Vouchers for adjustments. Registers PAYEES in VISION.

5. Processes monthly local staff payroll in PnP and prepares salary schedules for payment. Provides PnP support for the field offices. Prepares cash replenishments based on forecasts submitted by the UNICEF Field Offices and the Programme sections in Abuja.

6. Provides guidance and information to staff members and consultants on the application and interpretation of UN/UNICEF accounting and financial rules, regulations, procedures and policies. Initiates correspondence to verify data, answers queries and obtains additional information on accounts and financial transactions as required. Performs other duties as required.

Minimum qualification and competencies:

• Completion of secondary education; Additional commercial training in bookkeeping, business or accounting is desirable.

• Minimum of Six (6) years of progressive practical work experience in finance and accounting. Experience in an international organization is desirable.

• Excellent knowledge of English Language is required. Knowledge of local language of duty station is an asset

• Good judgment, organization, analytical and accuracy skills.

• Integrity, honesty and high sense of responsibility

• Good knowledge of computer applications, accounting softwares and database management.

• Good communication and interpersonal and team work skills

• Knowledge of UNICEF procedures/policies an added advantage

• Ability to work effectively and harmoniously in an international and multicultural environment.
