Thousands of protesters rallied against the government on Tuesday in the southern town of Jalalabad.
Demonstrators said the government had reneged on promises to issue low-interest loans to farmers.
Jalalabad has seen repeated bouts of political and ethnic violence in recent years and is considered a stronghold of supporters of ex-president Kurmanbek Bakiyev, who was overthrown in 2010.
