Job Title: Simplified Common County Assessment

Location: Abuja, NIGERIA

Duties and Responsibilities:

Human rights-based approach and the various Conventions and Covenants will be used as a normative reference framework for the CCA.  The following four key steps will ground this analytical process:

•   Institutional systems analysis of the sectors, their systems and services as well as the policy environment that shapes them;

•   Causal analysis of the violation of human rights, their manifestation, immediate, underlying and basic causes as well as the linkages between these causes;

•   Role Pattern Analysis which examines the relationships of claim holders and duty bearers;

•   Capacity gap analysis which examines the capacity of the individual and institutional duty bearers and claim holders responsible for respecting, protecting and fulfilling human rights.

Expected Background and Experience:

•   The lead international consultant should have an advanced degree in the social sciences (sociology, anthropology, and/or development studies), economics/demography or related fields relevant for the assignment;

•   The consultant should have at least 10 years experience in development work;

•   Experience in the preparation of Country Analysis/UNDAF is a requirement;

•   Knowledge and demonstrated experience in Human Rights Based Approach to Programming (HRBAP);

•   he consultant must be an outstanding writer in the English language.  Writing samples (unedited) should be supplied.
