Duties and responsibilities:

Under the general supervision of the Representative and Deputy Representative and direct supervision of the Heads of Decentralized Offices, the National Professional Programme Personnel, Gender will work with the state teams to support the state response in Reproductive Health, Gender, Population and Development. S/he provides timely and relevant information to programme managers and other stakeholders for result oriented programme formulation and implementation.

The main duties and responsibilities are:

• The NPPP-Gender substantively contributes to the effective management of UNFPA activities in the areas of Gender, and facilitates an integrated approach to Population and Development and intercourseual and Reproductive Health and Rights (SRHR) issues. She/he should be knowledgeable on gender issues in Ebonyi State and the region. S/he analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. The NPPP guides and facilitates the delivery of UNFPA's programmes by monitoring results achieved during implementation. S/he ensures and guides the appropriate application of systems and procedures and develops enhancements if necessary.

• In collaboration with State Government counterparts, NGOs and other partners, contributes substantively to the formulation and design of the country programme and its component projects in line with State Government priorities and according to UNFPA programme policies and procedures. Ensures quality of programme / project design incorporating lessons learned, newly developed policies and best practices and establishing appropriate execution and monitoring mechanisms and systems.

• Analyzes and interprets the political, social and economic environment relevant to gender and the related population and development and reproductive health issues, and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks.

• Expedites and coordinates project implementation establishing collaborative relationships with executing agencies, experts, State government counterparts and other UN agencies facilitating timely and efficient delivery of project inputs and addressing training needs of project personnel.

• Helps create and document knowledge about current and emerging gender, and related population development trends, SRHR issues, by analyzing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies.

• Assists advocacy and resource mobilization efforts of the DO and the Country Office by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events.

• The NPPP will facilitate the work of consultants, advisors, and experts and establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues. S/he must effectively influence counterparts from diverse backgrounds to jointly contribute to achieving UNFPA's mandate. The NPPP is a substantive contributor to the programme team in the DO and the Country Office.

• Offers technical assistance to government implementing partners (IPs) in carrying out activities according to UNFPA set standards, paying attention to proper completing of FACE forms, documentation and keeping to global timelines as set by the organization.

• Monitors the programs of the IPs to ensure they conform to set standards and achieve the program and output objectives.

• Perform any other tasks as assigned by the Head of DO, UNFPA Representative or Deputy Representative.

Qualifications and Experience:

The Ideal Candidate should:

• Be a Nigerian National (Male or Female)

• Have a Master's degree in the field of Social Sciences, Health, Medicine/Public Health, or in a related field.

• Possess relevant experience in the areas of Population, Gender and Maternal and New Born Health.

• Possess professional experience of a minimum of 3 years experience in Population and development/reproductive health/Gender or a related work, with at least 2 years in one of these areas.

• Be experienced in working with government institutions and donor organizations.

• Be familiar with issues on population, reproductive health, gender and youth.

• Have a strong capability to communicate clearly and concisely in both oral and written English.

• Have ability to work under pressure.

• Have excellent communication and human relation skills.

• Have proficiency in current office software applications is mandatory.
