The Senior M,L&R Manager will be available in Nigeria from May 2013 (or as soon as possible thereafter) and will be available full time. The manager will work from the Girl Hub office, temporarily in Abuja, but normally located in Kano.

2.   BACKGROUND

Girl Hub is a joint initiative of DFID and Nike Foundation whose objective is to transform societal behaviour and attitudes towards the value, voice and agency of young adolescent girls. Girl Hub Nigeria is using a variety of media, including a youth magazine and a national health programme for adolescent girls to start a "national conversation" that challenges prevailing attitudes and which provides girls themselves with opportunities to talk, share and reflect with each other.

The Girl Hub Nigeria Senior Monitoring, Learning and Results Manager will be responsible for implementing an M&L strategy in close collaboration with other members of the Girl Hub team and an international development consultant. Girl Hub Nigeria is committed to implementing an M&L strategy which;

Monitors the Girl Hub theory of change

Measures the impact of Girl Hub on girls and the policies relating to girls lives. Monitors and evaluates the investment in social communications.

We are now seeking an experienced M&L senior manager to turn these commitments into a reality.

The methodology in Nigeria will integrate participatory story collection using the "SenseMaker®" research instrument (which combines qualitative and quantitative analysis) with a participatory attitude survey module in order to track patterns and trends in societal attitudes towards girls' value, voice and agency in Nigerian society.

SenseMaker is a research process and instrument that is designed to capture and interpret complex cause and effect processes. It is particularly effective for monitoring and learning with institutional change initiatives. Implemented by local research teams, SenseMaker is currently being piloted in Rwanda with girls and parents to capture hundreds of stories about significant incidents in their lives and allow the storytellers to "signify" (give meaning to) these stories and convey their importance. In this way it will enable girls and others in the Girl Hub Rwanda programme context to identify what changes are most significant to them. In contrast to conventional qualitative research methods, this removes the role of the researcher as the interpreter of changes in social norms and attitudes and places the research subject in this role.

Through periodic collection over time and amongst different populations in Rwanda, "meta analysis" of these stories will allow patterns and trends in behavioural and relational change to emerge. Conducted with a carefully designed sampling protocol, SenseMaker will shift data from the incidental and anecdotal to representative patterns across populations and over time.

SenseMaker will be integral to the M&L strategy in Nigeria as part of a participatory process in which analysis is fed back with short turn around times to groups of people in different communities – from local towns and villages to national media and discussion forums — to enable them to reflect and act on the stories and patterns that emerge. It will also allow Girl Hub programme managers to identify in what ways programme interventions are contributing towards changes in outcomes and impacts and what might need modification.
