Purpose: To support the Finance Manager in the budgeting, forecasting, disbursement, accounting and invoicing of all programme funds.

Job Profile: – The Programme is a six-year UK government funded programme designed to provide strategic technical assistance at Federal level in up to 6 Lead States on teachers' skills improvement.  – It aims ultimately at improving student learning. – Under the supervision of the Finance Manager take on day-to-day responsibility for ensuring that financial management within the programme is undertaken in accordance with established systems and procedures.  – The Deputy Finance Manager will take particular responsibility for supervision and support of the State Finance Officers through regular travel to the States and will ensure that State offices adhere to the programme's and Cambridge Education' systems and procedures.

Accountabilities:

• Support the Finance Manager in managing programme financial matters in Nigeria including (but not limited to) purchase ledger, bank facilities and imprest systems including petty cash, billing control systems etc.

• Assist the Finance Manager in maintaining financial systems and necessary updates including preparation of a project accounting handbook to guide all staff working in the programme. Assist in the induction training for State based Finance Officers and provide on-going support guidance where required, especially where there are updates.

• Review State offices' rolling quarterly and monthly cash forecasts (comparison with approved workplan) in order to support the Finance Manager in the preparation of the rolling quarterly cash forecast and detailed monthly expenditure plan for submission to Cambridge Education(CE) in UK.

• Ensure that accounting information on the system is accurate and up-to-date and support the Finance Manager in responding to periodic requests from programme managers for relevant financial information.

• Work closely with the Procurement and Asset Manager to ensure timely payment of related items, including establishment of references and records to reconcile payment for assets with asset register. To ensure there is audit trail for programme assets.

• Monitor expenditure and support the Finance Manager in the monthly reconciliation of programme expenditure and invoice for the client.

• Take direct responsibility for maintaining an up-to-date billing control sheet and advise the Finance Manager accordingly of any issues arising. Support the Finance Manager on the reconciliation of the labour time sheet (CE) with HR records.

• Support the Finance Manager to maintain records of payment relating to staff pension and other statutory returns. Keep an up-to-date records of all pension remittances to assist on staff enquiries over pension payment

• Support the Finance Manager in the reconciliation of timesheet to ensure appropriate labour days are billed to the Client.

• Carry out periodic audits of programme finances at State levels.

• Establish good and considerate working relationships with all staff in the organisation, demonstrating respect for their own roles and responsibilities.

Extent of authority:  The Deputy Finance Manager is directly accountable to the Finance Manager and on his/her behalf will undertake periodic supervision of State based Financial Officers.

Special relationships and contacts:

•   Establish and maintain good working relationships with the Finance Manager and Programme Finance Team with whom the Deputy Finance Manager will work closely on a day-to-day basis.

•   Liaise closely with the Procurement and Asset Manager to monitor on-going expenditure to ensure the programme obtains value for money.

Essential competencies/skills:

• Excellent financial management and accountancy skills;

• Good IT skills and confidence/proficiency in all Microsoft packages, and the ability to master CE in-house financial management system, FiFi;

• Attention to detail and accuracy;

• Willingness to be flexible and respond in a timely manner to support colleagues in State offices when the need requires;

• Undertake regular travel to State offices.

Required academic/professional qualifications, training and experience:

• Educated to Degree standard or equivalent;

• Relevant professional qualification (i.e. ICAN, CIPD, ACCA, CIM, etc)- Must be a chartered accountant;

• At least 5 years experience in managing finance in a donor funded projects;

• Previous experience of managing very large volumes of transactions.
