Job Title: Technical Safety Engineer

Job Description:

1. To ensure project compliance with all government guidelines and policies

2. To ensure commitment and compliance of all project team members to CONTRACTOR Group commitment to pursue the goal of managing HSSE as a critical business activity to ensure no harm to people, the environment and facilities..

3. To ensure that the project has integrated Impact Assessment studies carried out and have in place effective remediation plans.

4. To ensure project incorporates HSSE Standards in design and demonstrated ALARP/ continuous improvement for high risk activities

5. Manage contractors to ensure they develop and manage their own HSE-MS and manage HSSE in their contracts with AN-OS

6. Facilitate/set agenda for all AN-OS HSE meetings, including project kick-off, JHA document reviews and Audits.

7. Coordinate all contractor HSSE evaluations, including contractor bid submissions.

8. Serve as author and Custodian of all project HSE plans.

9. Facilitator monthly and quarterly HSSE performance reviews.

10. Facilitate alignment of ORP phases with the relevant HEMP activities (HAZID, HAZOP, FIREPRAN, QRA, SAFOP, HFE, etc),

11. Participate in HSE audits, coordinate development of HSE cases, Hazards identification workshops, etc.

12. Facilitate competence/integrity assessment of all Engineers and equipment prior to their deployment/ mobilization to the project

13. Take personal responsibility for the inclusion of Minimum Health Management Standards (MHMS) in the management system of the Project HSE plans.

14. Participate in all Human Factor Engineering reviews of project designs.

15. Participate in CONTRACTOR mentoring scheme for young graduates.

Job Requirements: – Degree or near equivalent qualification in Engineering with twelve years experience in facilities engineering and safety roles in the oil and gas industry, at least 4 years of which must have been spent in a HSSE coordination role in a major project. – Membership of NISP and other professional safety bodies. – Certification and experience in technical audit. – Training in the use of FRED and other technical safety simulation software. – Seven years experience in hazards and effects management process (HEMP). – Experience in drawing up and maintaining design and construction HSE Cases. – Ability to use Tripod-Beta accident investigation tool. – Conversant with Company and CONTRACTOR Group standards. – Excellent inter-personal and leadership skills with good communications skills (i.e. report writing and presentation) are essential. – Team player, acting as a champion to break new grounds, self-motivated, starter.
