Permanent secretary, ministry of labour and productivity inaugurates committee on labour clauses in public contracts

                        Towards humanizing work and in accordance with best international labour practices, the Permanent Secretary, Federal Ministry of Labour and Productivity, Dr. Clement Illoh inaugurated a 12-member Committee to develop strategies and the modalities for including the provisions of the eight core international labour instruments ratified by Nigeria as part of the requirements to be observed by social partners in the execution of public contracts.  This is in furtherance of the moves by the Ministry to generate decent work for Nigerians in line with the local content employment policy of the Transformation Agenda of the administration of Goodluck Jonathan.

The Committee which is made up of very senior staff of the Ministry was given four weeks to produce its report.

The Committee has the following terms of reference:

•    Identify the objectives, challenges and the implications of the inclusion of the provisions of ratified labour conventions with respect to the generation of decent employment.

•    Highlight the provisions of these clauses and their relevance to the implementation of public contracts.

•    Ensure mainstreaming of the 8 core Conventions into the Labour Clauses for implementation, drawing inferences from international best practices.

•    Develop a memo showing the format and nature of the proposed labour clauses in public contracts.

•    Propose a technical tripartite validation workshop to consider/approve a draft memo  for the consideration of the  National Labour Advisory Council (NLAC)

Dr. Illoh reiterated the enormous responsibility before the committee and added that each member should consider it a great honour to have been nominated to serve on the committee.  He urged them to display high level of commitment and professionalism in their assignment and to come up with a report that is of high quality and standards.

Members of the Committee include, Mr. Ebere  Okogwu –   Chairman, Mr. J. Tsokwa, Mr. D.S. Ajonye, Mr. Nnanna Ibom, Mrs.V. Jemide, Ms. N. Dike, Mr. A. Imuran, Mrs. C. Aprezi, Mr. E. Igbinosun, Mr. J. Akpan, Mrs. J. Damachi, and Ms. I. Akwang.

In his acceptance remarks, the Chairman of the Committee, Mr. Ebere Okogwu, thanked the Permanent Secretary on behalf of other members of the Committee and promised that the Committee would deliver on its mandate within the allotted time.
