There is a need for a clear demarcation of schedules and responsibilities being performed by various departments and units at the Local Government councils in Ogun State in order to avoid unnecessary clash of roles.

Chairman of the State House of Assembly Committee on Public Accounts, Hon. Abiodun Akovonyon made this assertion while conducting checks on the audited account of the Local Government Councils for 2011.     According to him, the check has revealed that there was lack of clear definition of responsibilities among departments in the councils, a situation which should be addressed to prevent duplication of roles by personnel.     “A situation where a particular department will take up roles that ordinarily should have been performed by another department calls for concern and should be addressed to avoid clash or duplication. For instance, how do you explain a situation where boreholes ought to be drilled by Works Department were done by the department of Water, Environmental and Sanitation” he asked.     He further challenged the Local Government officials to always follow due process when carrying out their official duties responsibilities, saying that failure to adhere to laid down rules constitutes misconducts in the service.     In his remarks, the Auditor-General for Local Government, Alhaji Muhammed Ogunleye, disclosed that his office had issued about 160 audit queries to some officials from the 20 councils in the State for their failure to back up audit vouchers with relevant documents, saying some of them have refused to respond properly to the audit queries as stipulated in financial regulations.     Affected officials from 10 Local Government Councils had so far appeared before the Assembly Committee on Public Accounts, while the remaining 10 would take their turns when the House of Assembly reconvenes from recess on Thursday, May 23rd, 2013.
