Job Title: PIMU Rural Infrastructure Engineer and Environment Expert – Niger Delta Support Programme (NDSP)

Objectives of the role: The PIMU Rural Infrastructure Expert/Senior Technical Engineer will report to the Project Manager and will supervise the work of the engineers in the Implementation Field Offices (IFOs).

Length of the project: 48 months

Start Date: Second quarter of 2013

Qualifications and skills: MSc Degree in Civil Engineering, Architecture, Infrastructure Development, Urban Planning or other  relevant/equivalent field. S/he must be excellent in spoken and written English. 15 years of experience in the relevant fields may be accepted in lieu of Master's degree. A professional certification in Project Management will be an advantage.

General professional experience: 10 years of experience in design, construction and infrastructural rehabilitation projects, implementation and supervision of civil works (school buildings, health centres, water installation and reticulation, road and drainage construction) and other related physical community development infrastructures.

Specific professional experience:

•   5 years professional experience in implementing micro projects including controlling, monitoring, quality assurance of civil works, preparation and review of tender dossiers for micro project works tenders

•   Experience in infrastructural planning, design development and site selection/preparation

•   At least 3years experience of works valuation, preparation of bills of quantities and small scale rural construction projects such as school buildings, health centres, roads, water and the rehabilitation of such infrastructures.

•   3 years field experience in supervision, implementation and monitoring of construction of socio-economic community development infrastructure and quality control of structural works.

•   Must have at least 3 years' experience in managing technical/field engineers, handling environmental issues related to rural infrastructure

•   Familiarity with the EDF regulations and procedures for tendering and implementation of works contracts will be an added advantage

•   Work experience in Sub-Saharan Africa, preferably West-Africa is an advantage

•   Work experience in the Niger Delta or similar area is an advantage

•   Professional certification in engineering, construction, civil works etc. is an advantage
