ACTIVITIES:

The UFR HSE Leader will report on daily basis to UFR General Manager. The role will also have a functional reporting line to the Project's HSE Manager and Head of Security in the PMT. The job holder will also ensure close relationships with the UFR Technical Manager, the UFR Construction manager and the UFR Installation Manager.

The job holder is directly responsible to:

• Review and acceptance of the Contractor HSE plan.

• Ensure the implementation of the Project HSE Management System (plans, procedures and specifications) and Contractual Security Requirements within UFR Package for all aspects of the work.

• Ensure that HSE requirements are fully addressed in all aspects of design and that the design complies with COMPANY HSE Company Rules and General Specifications.

• Provide specialist advice, supports, engineering and technical assistance to the Package Manager on HSE matters, with initiation, execution and supervision of internal and external HSE studies and documentation.

• Ensure that all design changes are subjected to appropriate HSE review and approvals.

• Provide HSE leadership to the UFR team at all work sites.

• Review all HSE procedures and follow up their strict implementation on UFR scope and work sites.

• Monitor the EPC contractor's activities to ensure adherence to UFR requirements.

• Review and follow-up implementation of worksite HSE instructions.

• Ensure implementation of the incident / accident management system (reporting analysis, recommendations, development, of action plans and monitoring implementation.

• Coordinate, participate and monitor all HAZOPS, HAZID, HSE audits, reviews, incident and accident investigation, etc.

• Anticipate and advise the Package Manager on future HSE resources needs, develop detailed mobilisation and demobilisation plans for all worksites accordingly.

• Establish weekly and monthly Package HSE reporting to Package Manager and ensure continuous and proper recording of HSE statistics, including proper reporting from Contractor and Subcontractors.

SERVICE DESCRIPTION:

• In close coordination with site HSE supervisors:

o Check on the level of HSE training of personnel employed and ensures medical fitness compliance (company and contractor). Also, participate in the definition of training plans for personnel, and contribute to the development of training courses.

o Drive HSE meetings, safety talks, safety trainings, etc, at work sites.

o Prepare and disseminate to entire workforce safety alerts and lesson learned from site incidents.

o Ensure follow-up of Contractors HSE performances and necessary benchmarking.

o Assess and enforce HSE prevention measures and methods provided at site during construction phases.

o Ensure implementation of due authorisations and Permit to Work systems at all work sites.

o Lead in implementation of measures towards ensuring preparedness for emergency situations via trainings, exercise and drills.

o Ensure that risk assessment prior to starting new activity is properly conducted and understood by personnel involved.

• During site visit be visible at worksite and available / approachable for discussion about HSE concerns.

• Interface and regularly communicate with the Project's HSE PMT on HSE issues.

ACCOUNTABILITIES:

Be fully accountable and directly responsible for:

• Organising frequent site visit. Although Service shall be based at Lagos the Contractor shall regularly (every other week) visit fabrication worksite in Port Harcourt and offshore installation site in order to liaise as necessary with HSE, construction and installation personnel's.

• Full implementation of approved Project HSE Plan and contractual HSE requirements in all activities of the UFR Package by company team, contractor and subcontractors.

• Creation of safety and security awareness and promotion of best practices with adequate emphasis on the 12 Golden Rules.

• Ensuring adequate training of personnel involved in the work on HSE related matters.

NECESSARY PROFILE:

• Graduate Bachelors Degree (BSc) or equivalent in any engineering or physical science, and formal training in HSE with recognized qualification or certification.

• Minimum 10 years working experience in the Oil and Gas production projects, with minimum 7 years on position(s) of similar HSE responsibilities.

• Thorough knowledge of risk assessment techniques and experience at organising HAZOPS, HAZIDS, HAZAN and other reviews.

• Administrative skills including proficiency in typical office applications (Words, Excel, PowerPoint, etc).

• Fluent in English language and ability to communicate well at all levels within the Company. In addition, the candidate must possess very good planning, presentation, negotiations and organizational skills.
